ARRA Project In compliance with the transparency and accountability requirement associated with the supplemental appropriations provided by the American Recovery and Re-Investment Act of 2009, the The Coast Guard intends to issue a Request for Proposal for all labor, material, equipment, transportation, mobilization, and de-mobilization to perform work which includes demolishing three buildings, PAR Weld Shop, PAR Office, and PAR Paint Booth, and constructing replacements for each. This project is located on US Coast Guard BSU Honolulu, Honolulu, Hawaii.
PAR WELD SHOP: Existing structure is a single story, pre-engineered metal framed building. The new PAR Weld Shop is a one story rectangular building with a foot print of 40 feet x 62 feet and designed to accommodate the wheel load of a mobile crane. The building will be a pre-engineered steel rigid frame with a clear height of 35 feet. The front of the building will be open to allow a crane to move buoys in and out of the building. A small tool/equipment room will be attached to the north side of the building. The building will be supported on concrete footings.
PAR OFFICE: The existing structure has CMU walls and wood framed roof. The new PAR Office building is a one story rectangular building with a foot print of 20 feet x 25 feet with a 10 feet x 10 feet Telcom room attached. The roof structure will be a pre-engineered light gauge steel truss system. The perimeter walls will be cold formed steel studs with gypsum board inside and an insulated exterior finish system on the outside. The building office area is sized for four personnel and includes a laundry, shower and toilet areas. There will be a one hour rated wall separating the Telcom room from the rest of the building. The building will be supported on concrete footings.
PAR PAINT BOOTH: The existing structure is steel framed with a fabric covering, exhaust fans, and an overhead door. The new PAR PAINT BOOTH will be approximately 51 feet by 47 feet with an attached mechanical room of 37 feet by 11 feet. The building will be constructed of precast concrete walls and double tee roof beams with a concrete topping. The attached mechanical room will consist of a cast-in-place suspended concrete slab supported by precast concrete walls and spread footings.
Contract duration is 420 calendar days. The Government Estimate range is $1 to $5 million. A firm fixed price contract will be awarded to the lowest price, technically acceptable offeror. It has been determined that competition will be limited to 8(a) firms located within the geographical area serviced by the SBA Hawaii District Office (HDO) and other 8(a) construction firms with a bona fide place of business within the geographical competitive area and with the assigned NAICS code. All other 8(a) BD Participants are deemed ineligible to submit offers. The solicitation document, drawings and specifications will be available at www.fedbizopps.gov approximately 16 July 2010.
