This requirement is a new Purchase Order following the 2016 Purchase Order HSFE02-16-P-5021 that was awarded on 1/28/2016 to procure the same proprietary software by the same manufacturer. RSMeans has been the leading publisher of current, comprehensive information on construction material, labor and equipment costs in the US and Canada. Their Costworks software is used for construction cost estimating software and to validate large construction projects.
This specific software is needed in order for the Mitigation and Recovery Divisions to do Cost Estimating Format, to support New York and New Jersey disasters (4021, 4020, 4920, 4085 & 4086), active 406 Public Assistance (PA) and very large Hazard Mitigation Grant Program (HMGP) projects. Mitigation and Recovery needs this specific software to develop the costs of the projects and to validate project worksheets. At this time, there are no alternatives.
RSMeans software is copyrighted and distributed solely by RSMeans Company LLC. Additionally, RSMeans is the only FEMA approved software for construction cost estimating. In the event that DHS/FEMA is unable to obtain the software, the Mitigation and Recovery Divisions would not be able to perform a cost estimating nor support PA and other disasters. As such, this impact will cause delay in meeting their mission of caring and protecting survivors.

This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1.
DHS / FEMA Region 2 has a requirement of a range of twenty-eight (28) to forty-five (45) ea., RSMeans Costworks Network Software Licenses, to provide construction cost estimate support for Public Assistance within Recovery and Mitigation divisions. These efforts involve cost and schedule estimates for heavy construction of non- standard projects to exacting specifications. The government intends to issue a sole source contract to RSMeans, Inc. (The Gordian Group), of Rockland, MA for RSMeans Costworks Network Software Licenses. The government believes that RSMeans is the only source capable of providing the required RSMeans Costworks Network Software Licenses, and that no similar product exists that will satisfy the requirement. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later than 06 January 2017 by 4:00 PM, EST.
