This Amendment 0005 provides the answer to the final question received, as follows:
Question: I am looking for an actual physical address for the West Pinnacle Visitor Center. Do you have a physical address beyond what is in the contract?
Answer: The Physical Address on record is: 2011 Chaparral Road Soledad, CA 93960 (this address will not register correctly by GPS).
The Visitor Center is just inside the west park boundary where California Highway 146 enters the park. It does show on Google Maps under the name West Pinnacles Visitor Contact Station. Attached is a map printed from Google, as follows:

This Amendment 0004 provides the answer to an additional question, as follows:
Question: What is the maximum work area from the center of the trail both ways?
Answer: The Specification section 31 23 00 1.5 A states that no heavy equipment is allowed off of the 6' wide trail bench. The "work limits of the project" or "limits of construction" is not defined in the specification but is intended by the NPS to mean the allowable area of disturbance is from four feet above the top of all cut slopes to the bottom of any fill slopes. See also drawing Sheet G03 General Civic Notes #13 which requires construction operations to be confined to the minimal practical area. In no case shall construction extend beyond limits of construction indicated without prior approval of the Contracting Officer.

This Amendment clarifies offeror proposal submission details as follows:
PAST PERFORMANCE QUESTIONNAIRES:
The requirement that offerors must use the form provided by the solicitation and submit the completed questionnaire through the reference is being relaxed to include contractor submittal of previously completed past performance reviews (any format) along with their proposal. If the offeror chooses this route, they must include contact information (name, title, company, phone, email) for the reference so we are able to contact them.
BID BONDS:
The bid bond has traditionally been submitted as an original hard copy. While it is perfectly acceptable to submit a hard copy bid bond, we are of the understanding that we can now accept electronically submitted bid bonds per the procedures outlined in FAR 28.101. This means a hard copy is optional, not required, and electronic copy will suffice.
ELECTRONIC PROPOSALS:
Per the solicitation instructions you are authorized and encouraged to use email (instead of hard copy) for submission of your proposal (or revision).
Offers are reminded that it is their responsibility to verify receipt of the electronic proposal (or revision) which must reach the specified email inbox (Alanna_Gardner@nps.gov) before or by the exact due date and time stated on the SF-1442 or most recent Amendment thereto.
EMAIL FILE SIZE LIMITATIONS:
The external email size limit is 10MB per file, and no more than 25MB for the entire email. Emailed proposals can be sent in a succession of emails (identify Solicitation number and indicate Email 1 of 2, 2 of 2, as appropriate) to break up the overall size of attachments if necessary.
NPS SECURE FILE TRANSFER (ACCELLION):
If your files are too large to send via regular email, the National Park Service Secure File Transfer (Accellion) is also available at http://secure.nps.gov/ and it can handle single files up to 2GB.
Offerors can use the National Park Service Secure File Transfer (Accellion) to send files to NPS employees upon invitation. To use this service in response to this solicitation, you must first request an invitation from Alanna_Gardner@nps.gov (via email preferred) providing your name, email address, and subject solicitation number (P16PS02112).
Once invited, you will receive an email with a New Account Invitation. To accept this invitation and register for your National Park Service Secure File Sharing account, click on the link provided in the invitation email. The invitation link is only valid for 168 hours. Beyond this timeframe, please ask Alanna_Gardner@nps.gov to send a new invitation email. You will be prompted to create a login and password as part of the authentication process.
Once you have created an account you will be able to type up a secure email at the secure.nps.gov site. There's a spot for the To/CC/BCC email addresses, a subject line field, a message body area, and attachment button. The attachments and message goes through securely to whoever is on the recipient lines, which should be Alanna_Gardner@nps.gov. This is all available at the site after you login.

This Amendment also provides notice that an organized Site Visit has been scheduled for Monday, August 22, 2016 at 9:00 a.m. PDT. Bring water and wear proper sturdy footwear for potentially rough terrain. Site visit should last approximately 3 hours. Contractor should register for the site visit a minimum of 3 business days in advance by contacting Lisa Smith, Trails Supervisor, Pinnacles National Park, (831) 389-4579 or Lisa_Smith@nps.gov.

The National Park Service at Pinnacles National Park has a requirement to construct an accessible overlook trail from West Pinnacles Visitor Contact Station. The project area is located at the West Side Visitor Contact Station northeast of Soledad, in San Benito County, California.
The work includes construction of a new accessible trail system from the West Side Visitor Contact Station to designated locations within the Park. Specific work components are Mobilization and Demobilization, Construction Staking, Temporary Stormwater Pollution Prevention, Site Clearing, Trail Excavation, Rock Retaining Wall, Supply and Placement of 1-1/2" Class 2 Aggregate, Supply and Placement of 3/4" Class 2 Aggregate, Stabilized Surfacing, and Close Out Items.

The equation that is used will be at the Government's discretion based upon available funding at the time of award.
The project range is estimated to be between $500,000 and $1,000,000. The North American Standard Industrial Classifications System (NAICS) Code for this requirement is 237990, with a corresponding size standard of $36.5 million in annual gross receipts for the past three years.
This acquisition is a Total Small Business Set-Aside. Offers are solicited only from small business concerns. Offers received from concerns that are not small business concerns shall be considered nonresponsive and will be rejected.
The Request for Proposal (RFP) will be available on/about August 2, 2016 by electronic means only and can be downloaded along with all related attachments from the FedBizOpps website at http://www.fbo.gov or FedConnect: http://www.fedconnect.net. The RFP will close 30 days from the actual date of issuance. The Contractor is responsible for periodically checking the website for any Amendments that may be issued prior to the closing date of the RFP.
The Government intends to award a single, fixed price contract. Award selection will be made on a Best Value determination made after consideration of price and factors other than price as listed in the RFP. Award is subject to the availability of funding at the time of award.
A Site Visit will be scheduled. See Section L of the RFP (when issued) for more information. While not required, attendance at the Site Visit is highly recommended.
