About this opportunity
The Defense Logistics Agency Land and Maritime is seeking potential manufacturers for a Connecting Link, Rig with National Stock Number (NSN) 3040003612781. The agency is specifically looking to identify alternative sources capable of manufacturing this specialized part, currently produced by New Hampshire Ball Bearings Inc. The pre-solicitation notice requires interested manufacturers to submit comprehensive technical documentation demonstrating their ability to produce an item equal to or better than the Original Equipment Manufacturer (OEM). Companies wishing to be considered as an approved source must submit a Source Approval Request (SAR) package through the DLA Land and Maritime Alternate Offer/Source Approval Program. The opportunity was posted on May 30, 2025, with responses due by June 6, 2025, and requires detailed technical evidence of manufacturing competence and quality assurance.
This pre-solicitation notice does not have a specific set-aside designation and covers a part in the Aircraft Engine and Engine Parts Manufacturing category. The acquisition method (AMC 3) mandates direct procurement from the actual manufacturer, with a critical requirement of engineering source approval by the design control activity. The current approved source (New Hampshire Ball Bearings Inc) holds unique design capabilities, engineering skills, and manufacturing knowledge that are not easily replicable. Potential alternate sources must undergo a rigorous qualification process approved by the cognizant Government engineering activity. While specific award values are not disclosed, the opportunity represents a specialized procurement for a critical aerospace component, with strict qualitative standards that any new manufacturer must meet to be considered.

AMSC C This part requires engineering source approval by the design control activity in order to maintain the quality of the part. Existing unique design capability, engineering skills, and manufacturing knowledge by the qualified sources require acquisition of the part from the approved sources. The approved sources retain data rights, manufacturing knowledge, or technical data that are not economically available to the Government, and the data or knowledge is essential to maintaining the quality of the part. An alternate source must qualify in accordance with the design control activity’s procedures, as approved by the cognizant Government engineering activity. The qualification procedures must be approved by the Government engineering activity having jurisdiction over the part in the intended application.
Please review the NSN listed above and provide any sources that may be able to manufacture these items. The approved sources for this NSN are currently listed above. Should a company wish to be reviewed and qualified as an “Approved Source”, they may submit an application package through the DLA Land and Maritime Alternate Offer/Source Approval Request (SAR) Program. A SAR package contains all technical data needed to demonstrate that the prospective contractor can competently manufacture the product to the same level of quality or better than the Original Equipment Manufacturer (OEM). The onus is on the contractor to document and demonstrate their product is equal to, or better, than the currently approved item which DLA Land and Maritime is procuring.
