Combined SYNOPSIS and SOLICITATION
Cone Collections - Utah Forests
Region 4, Intermountain Region
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes/offers are being requested. A written solicitation package has been included as part of this combined synopsis and solicitation. The USDA Forest Service /Utah Acquisition Support Center in Salt Lake City, Utah is soliciting quotes/offers for the following requirement: Cone Collections - Utah Forests. The Synopsis/solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-22 and 2001-23. The following FAR provisions apply to this acquisition: 52.212-1, Instruction to Offerors Commercial items, and 52.212-2, Evaluation of Commercial Items. Offerors shall include a completed copy of FAR provision 52.212-3, Offeror Representations and Certifications Commercial Items, and furnish Offeror's Federal Tax Identification Number, Central Contractor Registration Number, and DUN's Number. FAR Clauses 52.212-4, Contract Terms and Conditions Commercial Items and 52.212-5, Contract Terms and Conditions Required Implementing Statutes or Executive Orders Commercial Items apply to this acquisition.

This contract is for the collection of conifer seed to restore and reforest National Forest Land and for Tree Improvement genetic testing. The purpose of this contract is secure commercial services for the harvest of mature seed cones in areas prescribed by the terms of this contract (includes the five National Forests located in Utah-Ashley, Uinta-Wasatch-Cache, Manti-LaSal, Fishlake and Dixie National Forests). Collections may be made by tree climbing, by using a mechanical lift truck, or by picking from felled trees, as specified by the Forest Service through task orders.
This procurement consists of one (1) solicitation with the intent to award one or more Indefinite Delivery-Indefinite Quantity (IDIQ) Fixed-Price Contract(s). Period of Performance on the awarded contract(s) will be from the date of award through the last exercised option period.
This contract requires, but is not limited to: Contractor furnished labor, equipment, supervision, transportation, operating supplies, and incidentals (except those items designated as Government-Furnished property), in compliance with the contract's terms, specifications and provisions. All tree seed cones collected under this contract are and shall remain the property of the U.S. Government. The Government is responsible for surveying and identifying trees or areas for general cone collecting and Tree Improvement. Cone Collections usually take place from August through September for all forests, however, actual collections are dependent on cone ripening and there often is a very short period of time suitable for collection. Collection times vary by location, elevation and species. In any given year, all species will not be collected on all forests.
This acquisition is 100% Set-Aside for Small Business. All responsible vendors shall be registered in the Central Contractor Registration (CCR) and Online Representations and Certification Applications (ORCA) databases before being eligible to accept an award. The entire solicitation package is currently available on the Federal Business Opportunities (FBO) website for interested parties to download. Responses to this solicitation are due July 5, 2012 at 1:00 p.m. Local Time. Offers shall be submitted to:
