The reason for this amendment is to further define the Government's requirements and specifications for a CT X-Ray NDI System.
In addition to the above, the Government requires a CT X-Ray NDI System that is a single fully enclosed cabinet system that provides radiation shielding to prevent all radiation from leaking from the cabinet when operating at X-ray tube maximum output levels(energies of a maximum 450kV constant potential). Radiation emitted from the cabinet X-ray system shall not exceed an exposure of 0.5 milliroentgen (mR) in one hour at any point five centimeters outside the external surface. This is required because the CT X-Ray NDI System will be operating in an office environment. Systems that require a radiation shielded room do not meet the requirement. Custom-designed or developmental products such as a prototype unit, pre-production model, or experimental unit do not qualify as meeting the requirements specified herein;
System Capabilities and Requirements - The CT X-Ray NDI system shall be capable performing the following operations:
Advanced 2-Dimensional X-ray inspection;
Dimension CT Slice reconstruction;
CT volume reconstruction for 3-Dimensionsal inspection;
3-Dimensional internal and external surface scanning;
Measurement and Analysis;
X-Ray Source Range - The system shall have a minimum voltage of 10 kV and a maximum voltage of 450 kV;
Geometric Magnification - The system shall have a minimum geometric magnification of 3000X;
The system shall be capable of scanning parts up to 500 lb in weight (static capacity, not including tilt);
Equipment size Parameters are as follows:
Overal Max Size (Equipment) = 144"L X 92"W X 92" H
Overal Max Size (including required operating space) = 200"L X 156"W X 112"H;
The system shall have a dual-detector configuration that meets the following minimum requirements:
Flat Panel Detector (Digital Detector Array (DDA))Size: 16" x 16"
Resolution: 16 bit
Pixels: 2048 x 2048
Pitch: 200 μm
Framerate: 15 frames per second (at full resolution)Interface: Fiber Optic
Linear Detector Array (LDA)
Size: 24" active length
Resolution: 16 bit

Equipment Weight - The weight of the CT X-Ray NDI system shall not exceed the maximum loading capacity of a 6.5" thick concrete slab.

A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government. The Naval Air Warfare Center - Aircraft Division, Lakehurst (NAWCAD LKE), JB MDL, NJ under the authority of 10 USC 2304(c)(1), FAR 6.302-1, intends to award a firm-fixed-price contract, on a sole-source basis, to North Star Imaging, Inc. (Cage: 0KGB3; Address: 19875 S Diamond Lake Rd. Suite 10 Rogers, MN 55374-4651) for an X5000 Computed Tomography (CT) X-Ray Non-Destructive (NDI) Cabinet System to provide cross competency support for the mission in the areas of SE and ALRE Design / In-Service Engineering, Production and Quality Assurance and Materials Engineering. North Star Imaging, Inc. is the only vendor capable of producing the equipment to meet the Government requirement.
The Government requirement is such that it needs a system that is:
•- turn-key, state-of-the-art, 7-axis, Dual Tube 225kV micro-focus & 450HP CT system capable of scanning parts up to a 32" in diameter and 48" in height and provides a large scanning envelope and the ability to load larger/heavier parts while still maintaining the sensitivity to inspect smaller parts, such as those made by Additive Manufacturing;
•- single-pass acquisition method that allows for the automated acquisition for elongated objects that typically do not fit in a single exposure without requiring volume stitching. The object length is only limited by the system scanning area;
•- method for expanding imaging field beyond detector panel size to cabinet size thus allowing the system to completely scan a part that is larger than the detector panel;
•- method for achieving resolution beyond detector panel resolution;
•- method for performing time and motion analysis which allows for the system to analyze and capture moving or changing parts as dynamic, time-based data sets; and
•- includes installation, hardware/software, training, preventative maintenance, and spare parts.
