Added: Jun 24, 2015 3:55 pm The United States Department of Agriculture (USDA), Food and Nutrition Service (FNS) anticipates awarding a performance based firm fixed-price contract for a contractor to conduct evaluations the acceptability of CEP to LEAs, the incentives and barriers for LEAs, and the implications of opting for this provision on student attendance, program participation, and per meal revenue. It also seeks to gain a better understanding of the operational issues that State Agencies encounter administering this provision. Finally, the study will provide a basis to assess the impact of the identified student percentage (ISP) multiplier on program access, coverage, and per meal costs to LEAs and the Federal Government. Although current legislation sets the ISP multiplier at 1.6 and allow the Secretary of Agriculture to establish the multiplier between 1.3 and 1.6, this assessment of ISP multiplier will not be restricted to those limitations.

The period of performance will be thirty-six (36) months from the date of award.


This solicitation is a Total Small Business Set-Aside.
