This RFQ is issued as a BRAND NAME competitive procurement.  The Government intends to purchase on a firm fixed-price basis, and to solicit and negotiate the proposed purchase order on a competitive basis for various Commend license and manufactured hardware components in accordance with the Brand Name Mandatory Justification.  The required Commend licenses and hardware are critical to PSNet fulfilling First Responder network communications requirements for C2.   This software and hardware will support the expansion of the PSNet Physical Access Control Architecture and is required to maintain compatibility with existing communication network architecture to ensure interoperability of communications, data transport, security, Information Assurance (IA), and IT certifications.  Include warranty policy for equipment in your quote.  TAA Compliance required.  Preference will be given to the small businesses. 


 


Include shipping charges in your quote, if applicable. 


Vendor must be an authorized distributor of Commend and must provide an Authorized Reseller letter with quote submission. 


This procurement must be invoiced and received prior to 31 October 2016.



 


 


***Basis for Award***


 


Solicitation closing date/time is firm; proposals received after the deadline will not be accepted.  Selected bidder's decision to submit proposal on the final day of solicitation and requesting for an extension will not be granted.  Extension is solely within the discretion of the government agent.  Interested bidders must address their questions, & concern while solicitation is active.  Your quote must contain enough technical information, data sheet, drawing, & specification for evaluation.  Your quote will only be evaluated based on the information provided.  Additional documents, questions, concerns, modifications, or any other information in relation to your quote will not be entertained or accepted when posting was already concluded.  The award will be made on the basis of lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factor.  This is firm fixed-price procurement; therefore, the initial offer should represent the vendor's best quote in terms of price and technical acceptability.  A determination by the Government not to accept the proposal for not meeting the minimum requirement is solely within the discretion of the Government. 


 


ONLY New Equipment, NO Remanufactured, and all items must be covered under the manufacturer's warranty.  Similar or Substitute products will not be accepted. Interested parties must be registered in System for Award Management (SAM) Database prior to submission of an offer to be considered for award of any Department of Defense contract.  This can be accomplished electronically at http://www.sam.gov/vendor.cfm.
