Notice of Intent to Sole Source
The U.S Army Contracting Command-Aberdeen Proving Ground (ACC-APG) on behalf of the U.S. Army Communications-Electronics Research Development and Engineering Center (CERDEC), Command, Power & Integration Directorate (CP&ID) Mission Command Capabilities Division (MCCD), hereby provides notice of intent to award on a sole source basis to EOIR Technologies Inc., 6165 Guardian Gateway Ste J. Aberdeen Proving Ground, MD 21005-1331. ACC-APG intends to add OCONUS travel to the travel requirements will allow the PEO C3T to leverage CERDEC Resources for Broad Agency Announcement (BAA) award W56KGU-16-C-0056 to EOIR Technologies as the only responsible source and no other supplies or services will satisfy the requirement. This notice of intent to award on a sole source basis is in accordance with FAR 5.201(b)(1)(ii) and FAR 6.302. This announcement is NOT a request for competitive quotes and a written solicitation will not be issued. This effort was previously synopsized as BAA W56KGU-15-R-0022 under topic 3: "Emerging Mission Command" and topic 4: "Unmanned Systems." Proposals cannot be submitted directly to this notice. The associated North American Industrial Classification System (NAICS) code for this procurement is 541712. The resultant contract modification will include all applicable provisions and clauses in effect through the Federal Acquisition Circular 2005-91.
This notice is effective Friday February 24, 2017 and will end on Monday March 13, 2017 at 4:00 pm Eastern Standard Time.
The Government anticipates possible award of a modification to Cost Plus Fixed Fee (CPFF) contract W56KGU-16-C-0056. Please see attached Justification and Approval for more requirement information.
Submission Information:
Interested persons may identify their interest to respond to the requirement. This notice is NOT a request for competitive quotes. Interested parties must use appropriate restrictive legends for proprietary or competition sensitive information.
All interested parties must respond within fifteen (15) days after date of publication, no later than Monday March 13, 2017 at 4:00 pm Eastern Standard Time.
The point of contact is the Contracting Officer, Ms. Nina Bushnell <nina.m.bushnell.civ@mail.mil>. The email subject line shall state: W56KGU-16-C-0056 Notice of Intent to Sole Source.
A determination by the Government not to compete this proposed effort on a competitive basis, based upon the responses to this notice, is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not reimburse costs incurred by respondents to this posting. No telephone requests will be honored.

This document is a Broad Agency Announcement (BAA) sponsored by the U.S. Army Communications Electronics Research, Development and Engineering Center (CERDEC). This BAA will be valid through 16 February 2017, unless sooner terminated at the government's discretion. This BAA is issued under the provisions of paragraphs 6.102(d)(2) and 35.016 of the Federal Acquisition Regulation (FAR), which provides for the competitive selection of research and development proposals submitted in response to this announcement. Accordingly, full proposals selected for award are considered to be the result of full and open competition and fully compliant with PL 98-369, entitled quote mark The Competition in Contracting Act of 1984 quote mark . Solicitation No. W56KGU-15-R-0022 will be used for this effort. All awards made in accordance with this BAA will be selected via a two-step process. All offerors must submit white papers as detailed in PART VI. After the white papers have been evaluated, only those offerors whose white papers are deemed most beneficial to the Government will be asked to provide a formal full proposal for further evaluation and potential contract award in accordance with PART VIII.
The applicable North American Industry Classification System (NAICS) code for this Announcement and any Calls issued pursuant to this BAA is 541712. According to the Small Business Administration, a small business under this NAICS code is defined by a size standard of 500 employees. In accordance with FAR Subpart 4.12, prospective contractors shall register and complete electronic annual representations and certifications in the System for Award Management (SAM) website, accessed via https://www.acquisition.gov.
