This action was awarded as an 8(a) Sole Source Set-Aside under the authority of section 8(a) of the Small Business Act.
1.1SCOPE OF WORK. In accordance with these specifications the Contractor shall supply all plant, labor, materials, appurtenances, equipment, shop facilities, supervision, tools, staging, scaffolding and any other items necessary to complete the herein detailed construction of a steel Equipment Overhang and associated reinforced concrete foundation and slab. The Contractor shall verify all existing conditions, sizes, and quantities prior to start of work.

The work shall consist of constructing a steel equipment overhang building in a manner which is compliant with all Federal and State codes. Specific work items to be covered by this contract are listed below:


1.Preparation of Construction Site
a.The construction site area, which is approximately 160'x30' is ready for construction.


b.Current ground surface at the construction site is covered in asphalt. The asphalt that falls within the footprint of the metal building, and the location of water tank, shall be removed, by the contractor to the extent necessary to place the foundation and concrete slab.


2.Radio Tower Demolition
a.The contractor is responsible for coordinating demolition with Government Representative to ensure area is cleared and no access will be needed.


b.The contractor shall remove and dispose metal radio tower. The tower is in close proximity to buildings and walls.


c.The contractor shall remove and dispose 2 bollards.


d.The contractor shall remove and dispose concrete foundation. Foundation area is approximately 5' x 5'.


3.Construction of Concrete Slab
a.The contractor is responsible for scarifying, compacting, and grading the subgrade in preparation for the concrete slab. Soil must be compacted to 95% of maximum dry density.
b.The contractor is responsible for providing a reinforced concrete slab design that is stamped by a Professional Engineer. The design of concrete slab must be suitable to support a John Deere 670D grader.


c.The contractor shall insure concrete joint spacing shall not exceed 15' x 15'.


d.The contractor shall insure the perimeter of the concrete slab has a reinforced, 12" x 12", thickened edge.


e.The contractor shall insure that expansion joint material must be used between new slab and any columns and/or piers.


4.Foundation
a.The contractor shall insure all structural columns will be anchored onto pier foundations.


i.The foundation design must be designed and stamped by a Professional Engineer.


ii.The foundation will meet the building manufacturer's recommendation. The building shall be secured to foundation with appropriate anchors and seals per manufacturer's recommendation and meeting all state and local regulations and codes.


5.Construction of Steel Equipment Overhang
a.The contractor shall insure that the steel structure shall be designed and constructed to meet the following requirements:
i.160'L x 30'W


ii.Front eave height will provide a minimum of 15' clearance.


iii.Back eave height will provide a minimum of 13' clearance.


iv.Minimum width clearance for bays between columns shall be 23' to allow for heavy equipment storage.


v.Metal panels shall be installed along back wall (south side of overhang) and extend down 4 feet from the eave.


vi.Metal panels shall be installed on each end (east and west sides) and cover the full height of the structure
vii.Roof shall be constructed of pro-panel and have a single pitch that diverts flows to the back wall (south edge).
6. Gutters and Downspouts
a.The contractor shall install a gutter system along the south edge for the entire 160' length. The gutter shall transport water to the southeast corner of the building and outfall into water tank (detailed below). Design will include metal gutters and downspouts.
i.Minimum gutter dimensions will be 7 ¾"x7 ¾".
ii.Minimum downspout dimensions will be 6"x5".


b.The contractor shall install an aluminum gutter mesh guard, placed above the downspout to prevent debris from entering the downspout from the roof, or within the gutter.


c.The contractor shall insure that the downspout be piped to, and connect into, the top of new water tank described in Section 6. Supports for downspout piping and connection into water tank shall be supported following industry standards and/or manufacturers recommendations.


7.Water Tank and Support Slab
d.The contractor shall construct a concrete slab, abutting perimeter masonry wall, and 30" from Overhang foundation- at the southeast corner- and meet the following criteria:
i.9' W x 9' L.
ii.Slab shall be reinforced concrete and have a thickness of 6".
iii.The three edges not abutting the perimeter wall shall have a 8" x 8" reinforced thickened edge- in additio to the 6" slab.
e. The contractor shall insure soils supporting the concrete slab are be compacted to 95% of maximum dry density.


f.A High Density Polyethylene (HDPE) Poly-Mart Water Tank (or approved equal) shall be provided by the contractor and placed on the slab. The edges of the tank shall align with the north and east edge of the support slab.
i.The tank shall have an approximate height of 8', diameter of 8', and a storage capacity of 2,500 gallons.


ii.The tank shall have an inlet that will be plumbed to
receive flow from the Overhang gutter downspout.


iii.The tank will have an accessible 2" drain at, or near,
the bottom.
iv. The tank shall include a port to accommodate a 3/4" hose bibb and shall face directly into south side perimeter masonry wall; perpendicular.
vi. The contractor shall drill a ,masonry wall to accommodate plumbing for a 3/4" hose bibb.


vii.The contractor shall plumb a new 3/4" pipe extending from tank and connect to a new 3/4" brass hose bibb on the south side of masonry wall. Piping for new hose bibb shall be properly insulated and supported.
