The proposed acquisition covers a requirement for Laminated Cloth, NSN: 8305-00-926-1584/1585/1586/1587, made in accordance with specification A-A-55308. The solicitation will be issued as 100% Small Business Set-Aside. Quantity: Base Year 71,000 YD Minimum, 146,040 YD Maximum. Plus two (2) one-year term options Quantity: 18,225 YD Minimum, 146,040 YD Maximum. This procurement will be utilized using the Lowest Price Technically Acceptable method of source selection. The objectives of the acquisition are met with determining offers technically acceptable. Technical acceptability will be determined by offeror's meeting the minimum requirements of the solicitation and take no exception, in addition to evaluation of delivery performance. Award will be based on the lowest evaluated price of proposals meeting or exceeding the acceptability standards for non-cost factors. FOB Destination. Inspection and Acceptance at Origin. All materials used in the fabrication are to be furnished by the successful offeror. It is anticipated this solicitation will be posted to the DLA Internet Bid Board System (DIBBS) on or after 15 July 2011. All offerors must be registered in CCR in order to be eligible for award. All responsible sources may submit offers which, if timely received, shall be considered. Availability of solicitations, FAR 5.102(d) applies, as our office no longer issues solicitations or amendments in paper form.
Solicitation will be posted on https://www.dibbs.bsm.dla.mil/ Detailed system requirements and instructions for registration can be found on the DLA DIBBS Home Page accessed on https://www.dibbs.bsm.dla.mil/. A few highlights of the information that will be found include: 1. On the DLA Internet Bulletin Board System (DIBBS) Home Page, click the VENDOR REGISTRATION link to begin the registration process. 2. In order to register for access to secure portions of DLA DIBBS, the company you are representing must already be registered in the Central Contractor Registration (CCR) system. 3. A Commercial and Government Entity (CAGE) Code registration will be processed immediately. A User ID will appear on the registration screen and a password will be sent separately to the email address of the Super User. If a CAGE is already registered on DLA DIBBS, the name and email address of the Super User will be provided. The Super User should be contacted to set-up additional accounts, logons and passwords for their CAGE. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their CCR registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment") impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014), including the materials and components thereof (other than sensors, electronics, or other items added to, and not normally associated with clothing), must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.

RFP is for the purchase of: CLOTH, LAMINATED, TYPE I, CLASS 3, FORM 1, VINYL-NYLON, GRAY 26231 BOTH SIDES, 17.1 TO 19.8 OZ/SQ YD, FIRE AND WEATHER RESISTANT, WATERPROOF, COLOR GRAY: FED STD SHADE 595, BOTH SIDES, 50 INCH WIDTH; NSN: 8305-00-926-1584(s); 121,600 yards; Applicable specification: A-A-55308, DATED 13 MAY 1997. RFP will be issued as a Total Small Business Set Aside. Three delivery increments to Albany, GA, commencing 120 days after date of award, is required. This acquisition will be best value with one evaluation factor of past performance. No options will be included in this acquisition.

Copies of this solicitation can be found on the DLA Procurement Gateway (Gateway) at https://progate.daps.dla.mil/home after (Approx. 09/15/10). From the Gateway home page, select "Search RFQs" from the left-hand sidebar. Then choose the RFQ you wish to view. In addition, you can enter DSCP C&T FSCs and NSNs to receive notification of RFQs. The Gateway will send all registered users an e-mail notification of RFQ solicitations based on your FSC and NSN profile.
