About this opportunity
This pre-solicitation notice is for the procurement of circuit card assemblies to support prime power interrupters. The Defense Logistics Agency Land and Maritime Warren, Michigan seeks to award a five-year firm-fixed-price long-term contract. Only the approved source Amphenol Borisch Technologies, Inc. or its authorized distributors may submit offers. Offerors must register under the United States/Canada Joint Certification Program to access the export-controlled technical data package. A reverse auction may be used for pricing, and offerors must register with the reverse auction system to participate if one is held. The solicitation is expected to be released on or around February 8, 2019, with offers due by April 10, 2019.
There is no set-aside designation. The procurement is for a minimum quantity of 100 and maximum of 471 circuit card assemblies over the five-year contract period. Offerors must be the approved source Amphenol Borisch Technologies, Inc. or an authorized distributor to be eligible for award. Method of Acquisition: This procurement is restricted to approved source Amphenol Borisch Technologies, Inc. (CAGE 01BB2) or an authorized distributor. Only an approved source and/or distributors may submit offers which will be considered. To inquire about becoming an approved source on future buys, please contact the Competition Advocate's office.

The solicitation will contain provision 52.215-9023, Reverse Auction, which allows for the use of a reverse auction as a pricing technique. After the solicitation closes, the contracting officer will determine if a reverse auction will be held. If a reverse auction is held, contractors must be registered in the reverse auction system in order to participate in the auction. Additionally, the contractor representative participating in the auction must have taken the on-line reverse auction training prior to the auction. Registration, on-line training, and other information regarding the reverse auction can be found at https://dla.procurexinc.com. Any questions related to the reverse auction system or process can be directed to the Contract Specialist.
