About this opportunity

The Department of the Navy Naval Supply Systems Command is seeking to procure 10 circuit card assemblies (NSN 7H-5998-013767122) for repair and modification, with delivery specified as FOB Origin. The solicitation highlights a unique procurement scenario where the government does not own the technical data rights for the part and has determined it would be uneconomical to purchase these rights or reverse engineer the component. Potential offerors must meet specific qualification requirements in accordance with FAR clause 52.209-1, and the government will only award the contract if the offeror, product/service, and manufacturer satisfy these requirements at the time of award. Interested parties have 15 days from the notice date (Dec 12, 2024) to identify their capability to provide a commercial item meeting the government's needs. Additional technical documentation and specifications can be obtained through the DoD Single Stock Point (DODSSP) via the Document Automation and Production Service, with multiple methods available for document retrieval including online access and direct contact.

The pre-solicitation notice indicates no specific set-aside designation for this procurement, suggesting it is open to all qualified vendors. The solicitation falls under Product Service Code 5998-P, which covers Electrical and Electronic Assemblies, Boards, Cards, and Associated Hardware. While no specific award value is mentioned, the procurement involves 10 units of a specialized electronic component. The final proposal or response deadline is set for January 15, 2025, providing potential contractors approximately one month to prepare their submissions. The Naval Supply Systems Command will evaluate submissions based on meeting the specific technical and qualification requirements outlined in the solicitation, with a focus on the offeror's ability to provide a qualified product that meets the precise technical specifications. Contractors interested in this opportunity are encouraged to carefully review the technical requirements and ensure they can meet the government's stringent qualification criteria.
