(iv) The North American Industry Classification System (NAICS) code for this procurement is 334516 Analytical Laboratory Instrument Manufacturing with size standard 1,000 employees.

(v) Background
The National Institutes of Health (NIH) is the nation's leading medical research agency and the primary Federal agency whose mission is to seek fundamental knowledge about the nature and behavior of living systems and the application of that knowledge to enhance health, lengthen life, and reduce illness and disability. The National Center for Advancing Translational Sciences (NCATS) is a translational science center whose mission is to catalyze the generation of innovative methods and technologies that will enhance the development, testing and implementation of diagnostics and therapeutics across a wide range of human diseases and conditions.

At the NCATS Chemical Genomics Center (NCGC), there is a significant effort towards automation in chemistry to minimize repetitive manual steps, particularly in preparative purification. Chemists currently utilize flash silica gel chromatography systems. However, medicinal chemists at NCATS do not have access to mass directed purification in either normal or reverse phase purification systems; this forces a tedious manual LCMS analysis of fractions. Bench chemists also do not have access to automated sequential reverse phase purification of multiple samples. In order to prepare for the ramp up in automation, NCATS has a requirement for two (2) Chromatography System Mass Spectrometer systems, integrated to the mass spectrometer which can collect fractions simultaneously using PDA, ELSD and MS, on a Brand-Name-or-Equal basis, meeting or exceeding the performance characteristics, of the subject Mass Spec system described in this notice. Enabling the automated purification of samples with a wide range of polarity and analytical properties will significantly impact the work flow of all chemists within the NCGC chemistry labs at NCATS.

Purpose and Objective: The purpose of this requirement is to obtain to obtain two (2) Chromatography System Mass Spectrometer systems on a BRAND-NAME-OR-EQUAL basis to the Teledyne ISCO CombiFlash EZ Prep chromatography systems and accessories manufactured by Teledyne ISCO, Inc located at 4700 Superior Street, Lincoln, NE 68504. Each CombiFlash EZ Prep Chromatography System Mass Spectrometer needs to be integrated to mass directed purification system and includes an autosampler module for EZPrep, a Mass Spectrometer "S" and ESI Ion Source for Base, S and L Mass Spec options, with onsite installation and training included.

Product Description: Products offered must include those salient physical, functional, or other characteristics that are deemed essential in meeting the government's needs. Specifically, the following must be contained in the requirement and are considered essential features:
1. Purification with active solvent monitoring system that monitors solvent quantity and quality; with an automated detection system that turns off automatically after a solvent spill.
2. Remote software with ability to monitor and control gradients and solvents during purification remotely from their office desks or remotely from home through VPN connection.
3. Purification that detects columns automatically when loaded and automatically load the flow rate, pressure limits and gradient for the run.
4. Purification system with capability to go up to 200psi for Flash separations and 3500psi for HPLC separations and automatically switch between Flash and HPLC runs with automatic purge and switch when going from normal to reverse phase or reverse to normal phase.
5. Internal ELSD, a Mass Spec, for fraction collections via PDA, ELSD and MS simultaneously; ability to collect up four masses between 10-1200 Daltons at 1 Dalton resolution.
6. Mass spec needs to be integrated to the Teledyne ISCO CombiFlash system.

Products offered must be essentially equal to the specified supply described in this solicitation, which specifically includes the following product code, product description and quantity:
1. 685230028; CombiFlash EZ Prep Chromatography System Mass Spec; 2
2. 685237092; AutoSampler Module for EZPrep; 2
3. 685237083; Mass Spectrometer ''S"; 2
4. 250000129; ESI Ion Source for Base, S and L Mass Spec options; 2
5. CHROMINSTALSALES Onsite Installation and Training per segment; 4.

Option years to extend the factory maintenance plan are being requested. Maintenance plan coverage include parts, travel and labor costs for service calls to repair a unit, and one service call to install the preventative maintenance parts kit. Damages determined to be caused by repeated clogs, misuse or neglect are not covered. Consumable parts not included. Service plans must be performed by a manufacturer-authorized, OEM-certified field service engineer possessing the requisite manufacturer-authorized training to ensure proper manufacturer's proprietary software and hardware functioning.

Offerors must clearly indicate if the line item or items being offered in their quote is a brand-name item to the brand name item described in this solicitation, or if the item or items being offered is an "or-equal" item. Shipping and handling cost must be included in any quotation submitted in response to this solicitation.

Offerors must indicate if items being quoted are warrantied in accordance with their standard commercial warranty practices, and the length of time of such warranty. Offerors shall indicate if any applicable extended warranty coverage is only offered at time of purchase in accordance with the Offeror's standard commercial practice, or if warranty is quoted on an optional year basis, priced on a per annum basis, for a total contract warranty period term not to exceed a maximum of five (5) years. If any warranty quoted, in accordance with the Offeror's standard commercial warranty practice, is less than five years, offeror shall also include pricing for extended warranty coverage for a total period not exceeding five (5) years.

Delivery, Inspection and Acceptance: Offerors should indicate an estimated delivery time in full after receipt of an order and any other training or factory warranty schedules in accordance with standard commercial practice, or as applicable. Shipping shall include FOB-DESTINATION terms. Inspection and acceptance will be performed at a Government facility located at 9800 Medical Center Drive, Rockville, MD 20850. The Government expected build time and delivery is 30-60 days after contractor receipt of any contract resulting from this solicitation.

(vi) The provision at FAR clause 52.212-1, Instructions to Offerors - Commercial Items, applies to this acquisition. Offerors should indicate an estimated delivery time in full after receipt of an order and any other training or warranty schedules applicable.

(vii) The provision at FAR clause 52.212-2, Evaluation - Commercial Items, applies to this acquisition. The following is an addendum to 52.212-2. Responses received to this RFQ will be evaluated on the basis of Lowest Price Technically Acceptable (LPTA). Offeror's submitting a response must provide a completed Price Quote to be evaluated and considered for award. Price quotes must indicate fixed unit pricing and total cost, including shipping cost and estimated time of delivery after receipt of order, and warranty and training considerations. Responses will be evaluated based on contractor's ability to meet the government's SALIENT CHARACTERISTICS stated in this notice and on ability to deliver required supplies. Responses to this solicitation must include clear and convincing evidence of the Offeror's capability of fulfilling the requirement as it relates to the essential government requirements stated in this solicitation.
