The work consists of the contractor furnishing all labor, supplies, parts, transportation, tools, equipment, and facilities necessary to perform work required, in strict accordance with specifications and applicable drawings. The specifications and applicable drawings will be released with the posting of the official solicitation.
Eielson AFB, Alaska (EAFB) has a requirement for the replacement of the soot blower control systems for Boilers #1 through #4 at the Central Heat & Power Plant (CH&PP). The existing control systems are Copes-Vulcan MC-20B control panels. Each boiler is equipped with 18 rotary soot blowers. The new control system shall have one PC-based operator interface through which the soot blowers on all four boilers may be accessed and controlled, at multiple facilities in strict accordance with the specifications at EAFB. The contractor shall provide all engineering, labor, equipment, and materials to perform the work required, in strict accordance with specifications and applicable drawings at EAFB. The contractor shall perform to the standards in the contract as well as all local, state, and federal regulations.
The resultant contract will be Firm Fixed Price and solicited as an Invitation for Bid (IFB) with a solicitation number of FA5004-14-B-C012. The NAICS code for this acquisition is 238210 with a size standard of $14 million. The magnitude of this project is estimated between $100,000 and $250,000 in accordance with FAR 36.204(c).
This acquisition is being solicited as a 100% small business set-aside IAW DFARS 219.502-2(a)(i), Total Set-Asides. THIS PRE-SOLICITATION AND ANY AMENDMENTS ARE PAPERLESS AND WILL BE AVAILABLE ON THE INTERNET ONLY. **NOTE: All contractors must be registered in the System for Award Management (SAM) program in order to receive a contract award from any DOD activity. Contractors may access the Internet site at: https://www.sam.gov to register and/or obtain information about the SAM program**
The solicitation will be available on or about 22 August 2014 and will remain open for 30 days. A solicitation mailing list will not be maintained for this procurement, all solicitation documents will be available electronically and it is the responsibility of the offeror to register for notification of updates to this procurement via this web site.
