Only PerkinElmer's, of 940 Winter Street, Waltham, MA 02451. Only PerkinElmer can provide ChemDraw Professional software annual site licenses. The authority cited for this procurement is under 13.106-1(b)(1), for purchases not exceeding the simplified acquisition threshold (SAT), only one source reasonably available, urgency, exclusive licensing agreements, brand name, or industrial mobilization.

The requirement has the mission of providing forensic toxicology testing and screening in support of the DOD. In addition, this requirement is responsible for the oversight of the DoD Drug Demand Reduction Program testing. A large part of these missions is to develop testing methodologies to detect the presence of new and emerging illegal drugs and compounds. Theses screens have a direct impact on the readiness, safety and general welfare of the military workforce. This requires the use of ChemDraw to develop court room documents for trial testimony.

This acquisition is being conducted under simplified acquisition procedures. There are no set-aside restrictions for this requirement.
