NATURE AND/OR DESCRIPTION OF THE ACTION BEING PROCESSED


This acquisition is a firm-fixed price contract for the purchase of Central Appointment and Referral Management Services. The replacement contract is being reviewed for negotiation at the regional Commodity Council Wright-Patterson AFB, OH. IAW FAR 6.302-2 conditions preclude competitive full and open competitive procurement.


DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY'S NEEDS


Under the contract the contractor shall provide on-site services at the Eglin AFB, Florida, Medical Treatment Facility (MTF) and Hurlburt Field, Florida MTF where applicable. Services shall cover the range of operation as stated in the Performance Work Statement (PWS) in the performance of assisting eligible medical beneficiaries with appointments, referrals, and registration. The contractor shall also provide necessary and accurate reports in accordance with hospital, Air Force, and Health Care regulations during the performance of their duties as related to the PWS. Services shall cover the range of operation of the:


CENTRALIZED APPOINTMENT CALL CENTER (CACC)
REFERRAL MANAGEMENT CENTER (RMC)
PRIMARY CARE MANAGER BY NAME DESK (PCMBND)
TRICARE PLUS ENROLLMENT Center (TPEC)
FAMILY HEALTH CLINIC APPOINTMENT DESK (FHCAD)
FAMILY PRACTICE CLINIC APPOINTMENT DESK (FPCAD)
PEDIATRIC CLINIC APPOINTMENT DESK (PCAD)
INTERNAL MEDICINE CLINIC APPOINTMENT DESK (IMCAD)
FLIGHT MEDICINE CLINIC APPOINTMENT DESK (FMCAD)


The period of performance for this effort will be from 1 April 2010 through 31 July 2010.

Statutory authority is 10 U.S.C. 2304(c)(2) as implemented by FAR 6.302-2 (FAR 6.303-2 AND 6.304), Unusual and Compelling Urgency.
