(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The Simplified Acquisition Procedures (FAR 13) will be used for requirement.

Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit, in writing, a complete quote.


Offerors are required to submit with their quote enough information for the Government to evaluate the requirements detailed in this combined
synopsis/solicitation. Offerors shall submit quotes via email, please note the maximum file size is 10MB. Emails over this file size will not be received. Submit only written offers; oral offers will not be accepted.


This solicitation is issued as a Request for Quote (RFQ).

(vi) Description of requirements for the services to be acquired:
The Air Force Test Center (AFTC), Edwards Air Force Base (EAFB), CA has a requirement for Child Development Center Linen Services. The performance work statement (PWS) dated 24 June 2019 (Attachment 1) defines the specifications and the acceptability criteria. Attachment 2, Kern County Wage Determination does apply to this acquisition and shall be utilized for quote preparation. Award will be made to lowest price, technically acceptable offer. This is an "All or None" acquisition, incomplete quotes will not be considered.


(vii) Period of Performance: PoP will be one base year after receipt of order (ARO) with four 1-year options.


Government Furnished Property (GFP) is not being authorized for this requirement.

Attachment 3, Bid Schedule shall be used as the offeror's price quote. Each offeror shall insert Unit Prices for each CLIN.

ADDENDUM to 52.212-2, Evaluation - Commercial Items.


The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.


The following factors shall be used to evaluate offers:


1. Price; and


2. Technical


(a) Price Evaluation. Total evaluated price will be evaluated for the entire effort, inclusive of all options. Evaluation of options shall not obligate the Government to exercise the option(s). Price must be determined fair and reasonable.


FAR 52.217-8: For purposes of evaluating the Option to Extend Services only, the Contracting Officer will consider the prices submitted for the base year, each option year, and an additional six (6) months of service at the fourth (4th) option year prices to determine that the price of the award, to include 52.217-8 is fair and reasonable.


(b) Technical Evaluation. In order to be found technically acceptable the quote must demonstrate the contractor's ability to meet the requirements of the PWS. The Offeror may submit a technical capabilities statement or any other means to demonstrate the contractor's ability to meet the requirements of the PWS. The evaluation will consist of assessing the Offeror's technical approach to accomplish the tasks outlined in the Performance Work Statement. The offeror must demonstrate a clear understanding of the nature and the scope of the work required. Failure to provide realistic, reasonable and complete information may reflect a lack of understanding of the requirements and may result in a determination that the vendor is technically unacceptable. This factor will be evaluated to assess the risk of successful performance based on the quality of the offeror's technical knowledge of linen cleaning services that either meets or exceeds the government's requirements as defined in the performance work statement.
(c) If the lowest priced evaluated offer is judged to be Technically "Acceptable" and the offeror is determined to be responsible, that offer is deemed the most advantageous to the government and the evaluation process stops at this point. Award shall be made to that offeror without further consideration of any other offers.
(d) If the lowest priced offeror is not judged to be Technically "Acceptable", the next lowest priced offeror will be evaluated and the process will continue (in order by price) until an offeror is judged to be Technically "Acceptable" or until all offerors are evaluated.
(e) The government intends to award a contract without discussions with respective offerors. The Government, however, reserves the right to conduct discussions if deemed in its best interest. Only one award will be made under this solicitation.


(x) Offerors shall include a completed copy of the provision at FAR 52.212-3, Alt I, Offeror Representations and Certifications -- Commercial Items, with its offer. Completion of FAR 52.212-3 electronically at sam.gov is acceptable.
