Army Contracting Command - Rock Island (ACC-RI) is issuing this presolicitation synopsis as a means of fullfilling the requirements described in Federal Acquisition Regulation (FAR) 5.2.
ACC-RI is conducting this acquisition under the authority of Title 10, United States Code (U.S.C.), Section 2304(c)(1), as implemented by FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." The Justification and Approval (J & A) utilizing the above authority to issue the acquisition sole source to SOS International LLC was signed by Senior Procurement Executive on 27 November 2018.
This requirement is for Base Life Support and Security services for U.S., Coalition, and North Atlantic Treaty Organization (NATO) Forces at Camp Taji Green Zone, Taji, Iraq in support of Central Command (CENTCOM), Combined Joint Task Force - Operation Inherent Resolve (CJTF-OIR). BLS at Camp Taji is required to support the Presidential initiative of Operation Inherent Resolve (OIR). The OIR mission was created to provide military intervention in efforts to prevent destabilization of the Iraq region by terrorist groups. The major functional areas of the Performance Work Statement (PWS) include lease of non-tactical vehicles for Ammunition Supply Point (ASP) and material handling equipment, meal services, ground maintenance, waste management, laundry, lodging, supplies, potable water, postal services, storage/warehouse, fuel services, Moral, Welfare and Recreation services, vector control, and warehouse operations. Support beyond BLS is included in this requirement. These additional services include operation of the ASP, Base Security Services, Hazardous Material Storage and operation of Entry Control Points.
These services have been determined to be noncommercial.
The contract period of performance will consist of a 12-month base period with 4, 12-month evaluated option periods and include FAR clause 52.217-8 Option to Extend Services for up to 6 additional months. The Government will evaluate the Option to Extend Services for uo to six additional months at time of award.
