Solicitation N00421-16-T-0266 is issued as a synopsis/solicitation. The Government intends to purchase on a firm fixed-price basis and to solicit the proposed purchase order. Items must be products of DuraLine, AFLGlobal and Corning under the authority of FAR Part 12, FAR Part 13. Specifics listed below. Offerors must be registered in the System for Award Management (SAM) database prior to submission of an offer to be considered for award of any DoD contract. This may be accomplished electronically at

For Line Items 1-6: Duraline manufactured. (DuraLine.com) These line items are for the purchase of Future Path Microduct and associated components manufactured by Duraline. Duraline is the only manufacturer that provides the tube density and size along with a silicone lining to facilitate longer air blown fiber installations that are currently in use at Pax River. No other manufacturers are compatible. As this will be a continuation/extension of existing fiber, consistency and compatibility are critical.

For Line Items 7-27: AFL manufactured. (AFLGlobal.com) These line items are for the purchase of single-mode MicroCore Air Blown Fiber cables and associated components. Only AFL provides the air blown fiber product line that can be installed using the current government owned blowing equipment. Other air blown fiber cables are not compatible with existing government equipment, and would require the purchase of additional expensive equipment to facilitate.


For Line Items 33-36: Corning Manufactured (Corning.com). These line items are for the purchase of Corning housing/paneling/closets. Only this manufacturer (Corning) will work as it must fit and be compatible with existing hardware enclosures/housing already in place.


Preference will be given to quotes from small businesses.

Award is expected 15 May, 2016. This notice of intent is not a request for competitive proposals. However, the Government will consider all proposals received by 5:00pm est., on 25 April 2016. A determination by the Government not to compete this proposed contract based upon the responses to this notice is solely within the discretion of the government. Information received will normally be considered for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for any information received.
