About this opportunity

The Defense Logistics Agency Land and Maritime, Weapons Support division at Pearl Harbor is procuring 2 units of a Cable Assembly Power Outboard Molded Plug Assembly (Straight/Anode) manufactured in accordance with NAVSEA Drawing 5792287 Assembly 502 (Mod 6). This is a commercial item acquisition utilizing simplified acquisition procedures under FAR Part 12 and FAR Part 13. The solicitation requires offerors to submit descriptive literature demonstrating compliance with all specifications, and failure to provide such documentation may result in technical rejection of the quotation. Evaluation will be conducted using Lowest Price Technically Acceptable (LPTA) criteria, with vendor responsibility screening performed through the Supplier Performance Risk System (PPIRS) in accordance with FAR 9.104. Quotations must be submitted via email to quincey.dillenback.civ@us.navy.mil by 12:00 PM HST on April 9, 2026, and all offerors must be registered in the System for Award Management (SAM) database to be considered for award.

This procurement is designated as a 100% small business set-aside with a small business size standard of 600 employees under NAICS code 335931. The requirement is sole-sourced to Teledyne due to restrictive rights, and quotations representing alternative manufacturers will not be considered for award; Teledyne D.G. O'Brian is identified as the only responsible source based on documented technical qualifications and ICCP system compatibility. While the estimated cost has been redacted, the acquisition does not exceed the simplified acquisition threshold and therefore does not require full and open competition. The cable assembly is intended for the ICCP System DSS-4 (MOD) upgrade at Pearl Harbor Naval Shipyard & Intermediate Maintenance Facility, with a minimum cable length of 150 feet for the completed assembly. Payment terms are Net 30 Days after material acceptance, and work will be performed in the United States with an FOB point to be specified by the contractor.

This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the information in FAR part 12, using Simplified Acquisition Procedures found at FAR 13 as supplemented with the additional information included in this notice.  This announcement constitutes the only solicitation; a written solicitation will not be issued.  PAPER COPIES OF THIS SOLICITATION WILL NOT BE AVAILABLE. This combined synopsis/solicitation SHALL be posted to SAM.gov.  The RFQ number is SPMYM4-26-Q-3301 This solicitation documents and incorporates provisions and clauses in effect through FAC 2025-06 October 1, 2025, and DFARS Change Notice 20251110.
