Added: Mar 30, 2015 3:16 pm Modified: Apr 10, 2015 9:22 amTrack Changes This synopsis provides notice of the Government's intent to solicit a proposal on a sole-source basis from incumbent CACI Technologies, Inc. (CACI) at 14370 Newbrook Drive, Chantilly, VA 20151 for 747,091.2 hours of support services. This is necessary for the continuance of contractor support services to the Special Communications Requirements (SCR) Division (Code 4.11.4) of NAWCAD to support a subset of Command, Control, Computers, Communications, Intelligence (C4I) projects including quick reaction mission functions in the field of Command, Control, Computers, Communications, Intelligence, Surveillance, Reconnaissance (C4ISR) Electronic Systems (ES) and interoperability with the Department of Defense Architectural Framework (DoDAF). The services support rapid design, development, prototyping, modification, integration, test and evaluation, installation, fielding, certification, procurement, fabrication, and maintenance/logistics support of C4ISR ES. The proposed bridge contract is needed for continuing ongoing support currently being done under existing CACI task order, N00178-04-D-4026-M801, while the follow-on contract is being competed with an estimated award date of 3 March 2017. This requirement will be a Cost-Plus Fixed Fee (CPFF) bridge contract. Due to the ongoing nature of the support services currently being performed under task order N00178-04-D-4026-M801 and the need to continue these services without a break in work, CACI is the only practical source for providing the necessary continuation of these services until award of a competitive follow-on contract. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However, interested parties may submit informational inquiries related to this requirement. The Government will consider all information received by 14 April 2015, 1530 EST. A determination by the Government not to compete this procurement based upon responses to this notice is solely within the discretion of the Government. The Government will not pay for any information received. No telephone responses will be accepted. For information contact Kathleen Notaro, Code 2.5.1.3.6, Telephone (301) 737-7560, or via email: kathleen.notaro@navy.mil.

Per FAR 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." CACI Technologies, Inc. is the only practical source for providing the necessary continuation of these services without impact on the sponsor schedules, project schedules, operations and operational readiness that would be caused by a break in services. It is unrealistic, from a technical and contractual perspective, to expect any other potential source to provide continued services prior to the competitive contract being awarded. Because of the nature of this requirement and the impracticality and substantial costs the Government would incur and not recover through competition, this will be procured on a sole-source basis. For subcontracting opportunities with CACI Technologies, Inc., please contact Patrick Devine at (301) 737-3198, or by email at pdevine@caci.com, or Sherry White at (703) 679-4173, or by email at shwhite@caci.com .
