Added: Jul 16, 2012 3:04 pm Contractor (CDC Foundation) will provide continued administrative support for a research project conducted at CDC. Contractor will hire staff scientist to conduct laboratory tests and analyses at CDC in consultation with approval by CDC. Contractor will oversee the collection and transport of breast milk specimenrs from mothers who have young infants in resource-rich and poor countries as well as the support of testing and analyses of these specimens. CDC has been working with the CDC Foundations becuase of its experience and expertise in managing personnel and finance, and established infrastructure and network with scientist and experts in the field of rotavirus worldwide. The CDC Foundation has unique authority to hire and place fellows at CDC. The CDC and CDC Foundation already have established arrangements for other rotavirus programs using funding from outside donors. The award of this contract to another contractor will disrupt the current tight coordination between the CDC and the CDC Foundation and complicate the current breast milk collection and transport program. Consequently, it is believed that the CDC Foundation is the sole source having the capabilities which will meet the above mentioned requirements of the CDC. It is the intent of the CDC to award a contract with CDC Foundation if this is found to be true.
