Added: Jun 02, 2016 7:23 pm The Centers for Disease Control and Prevention, National Centers for Environmental Health, Division of Laboratory Sciences (DLS), intends to award a sole source firm-fixed contract to obtain a service agreement, including maintenance, repair and service of Borgwaldt proprietary instrumentation to Borgwaldt KC Incorporated, 7741 Whitepine Rd., North Chesterfield, VA 23237. The contract will be for a base period of 12 months and four 12 month option periods. The DLS Tobacco Laboratory is part of a cooperative agreement with FDA Center for Tobacco Products (CTP). As a part of the cooperative agreement, CDC has specific timelines and deliverables that must be met. This maintenance agreement is critical to maintain service of Division smoking machines to meet and fulfill obligations defined under the cooperative agreement.

DLS owns a combination of twelve Borgwaldt rotary, linear and e-cigarette smoking machines for use in the analysis of cigarette properties and tobacco smoke constituents. These instruments are critical to program efforts and must be maintained in peak operating condition. Putting these instruments on a maintenance agreement ensures that they will be maintained by trained engineers and will be available and functional for programmatic needs. Borgwaldt is the sole manufacturer of the smoking machines and has extensive experience and the trained personnel to operate, install, service and maintain Borgwaldt rotary and linear smoking machines. Borgwaldt also is the only vendor with the ability to maintain, perform upgrades and updates to specialized Borgwaldt software. The maintenance service includes periodic preventive maintenance according to specific needs of the instrument as determined by the manufacturer.


The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 334516, Analytical Laboratory Instrument Manufacturing with size standard of 32 employees.



No solicitation will be posted on FedBizopps. Only one solicitation will be issued to Borgwaldt KC Inc. A detrmination by the government not to compete this proposed contract based upon responses to this notice is soley within the discretion of the Contracting Officer.


Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
