About this opportunity

The Department of Homeland Security Customs and Border Protection issued a sole source Justification and Approval (J&A) to award EvoTech, LLC a $23.6 million firm fixed-price contract for operating and maintaining the Border Patrol Technical Operations Center (BPTOC). Under this contract, EvoTech will provide centralized Network Operations Center (NOC), Security Operations Center (SOC), and 24/7 helpdesk support for Integrated Surveillance Tower (IST) systems and associated equipment at Border Patrol Station Command and Control Centers along the southern and northern borders. The sole source justification was supported by market research that identified EvoTech as the only 8(a) Program participant capable of meeting all mission requirements, including possession of a fully security-cleared facility, direct access to historical configuration data, proprietary monitoring tools, and the ability to resolve tower outages within 12 hours. The contract is structured as a bridge arrangement with a base period from December 22, 2025, through December 21, 2026, followed by two optional 12-month extension periods, consolidating four legacy surveillance programs—including Remote Video Surveillance System (RVSS), Northern Border Remote Video Surveillance System (NB-RVSS), and Integrated Fixed Towers (IFT)—under single-point-of-contact management. The contract was awarded on December 31, 2025, with CBP planning to evaluate the cost structure and eventually transition the BPTOC requirement in-house.
