This pre-solicitation notice is seeking proposals to supply men's and women's Air Force temperate weather boots to the Defense Logistics Agency Troop Support Clothing and Textiles (DLA Troop Support C&T) on an indefinite delivery/indefinite quantity contract over four years. DLA Troop Support C&T will evaluate proposals using best value procedures, with an emphasis on past performance and product demonstration models. The contract will have one base year and three option years.
The procurement is set aside for total small businesses and will be evaluated under North American Industry Classification System (NAICS) code 316210 for cut and sew apparel contractors. Minimum and maximum order requirements are provided for each contract period, ranging from 23,244 pairs in the base year to a maximum of 89,268 pairs through the option years. The boots must meet detailed specifications and be manufactured domestically in accordance with the Berry Amendment. Production lead times of 21 days for recruits and 60 days for non-recruits are required.

Solicitation SPE1C1-19-R-0109 will be a Total Small Business Set-Aside & will be evaluated under Source Selection- Trade-off -Best Value Procedures; with a Base Year & Three Option Year Terms.
Firm Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) Type Contract is anticipated. One award will be made for the total quantities listed below:
Small Business Set-Aside - 100%
Base Year Minimum: 23,244 / AEQ: 86,400 / Maximum: 89,268
Option I Minimum: 17,853 / AEQ: 71,412/ Maximum: 89,268
Option II Minimum: 17,853 / AEQ: 71,412/ Maximum: 89,268
Option III Minimum: 17,853 / AEQ: 71,412/ Maximum: 89,268
NOTE:
Special measurement boots with a 21 day production lead time for recruits and a 60 day production lead-time for non-recruits.
The items will be procured on a FOB destination basis. Delivery of tariff sizes will be made to VSTZ (Travis)
Items to be manufactured in accordance with PD 77AESG-06-03A Dated 29 June 2018 (Women's) & PD 77AESG-06-01A Dated 29 June 2018 (Men's). Procurement will be issued on a Small Business Set-Aside basis and will be evaluated under Best Value Procedures with the following factors: Product Demonstration Model (PDM) & Past Performance Confidence Assessment. One award will be made for the total quantities listed above.
Production Lead Time for tariff sizes is 120 days.

Important Note on Foreign Content:
The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
