THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN OWNED SMALL BUSINESS CONTRACTORS.
The Network Contracting Office 04 / Altoona, PA (James E. Van Zandt VAMC) intends to issue a Request for Proposal (RFP) VA244-15-R-1582 to award a single, firm fixed price contract for Construction Services related to the project titled, Boiler Plant Replacement, Project Number 503-13-120. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, furnish labor and materials, and perform work for the replacement of the existing boilers, deaerator, feed water pumps, all associated steam piping, identified feed water piping, fuel oil and natural gas piping, associated controls and electrical work as required by drawings and specifications.
Work will include, but not be limited to, replacement of the existing boiler, deaerator, feed water pumps, all associated steam piping, identified feed water piping, fuel oil and natural gas piping, associated controls, control air compressor, new lights in the entire building, new flooring, painting and finishes on Level Zero and One, exterior storm drainage repair, new overhead doors, architectural work, electrical work and new furniture for the Control Room as required by Drawings and Specifications. This work will require use of temporary boilers, generator and associated pumps to allow for steam delivery to the Medical Center during construction. Maximum allowable steam outage to the Medical Center shall not exceed four (4) hours, unless otherwise directed by the COR.
The contractor shall provide all tools, travel, trades, labor, materials, permits, licenses and supervision for the construction. The project is located at the James E. Van Zandt VA Medical Center, 2907 Pleasant Valley Boulevard Altoona PA 16602-4377. The period of performance for the project is 300 calendar days from receipt of the Notice to Proceed.
The Solicitation, Specifications and Drawings will be available at http://www.fbo.gov on or about 01/04/2016. Amendments to the solicitation will also be posted on this website. Furthermore, all respondents must be registered in SAM data base, see http://www.sam.gov and with VETS-4212 at http://www.dol.gov/vets/vets4212.htm. Offerors shall also be verified in VetbBiz website at http://www.vetbiz.gov/. All parties must obtain amendments to the solicitation through the FBO web site. Hard copies will not be mailed. Interested parties must go to the http://www.fbo.gov web site to be entered on the Interested Vendors Mailing List and to obtain copies of the Interested Vendors Mailing List. The contract will be awarded in accordance with the procedures specified in the solicitation. The solicitation will be issued as a Request for Proposal (RFP) issued in accordance with FAR Part 15. This project is being solicited as a TOTAL 100 % SERVICE DISABLED VETERAN OWNED SMALL BUSINESS SET-ASIDE (SDVOSB). The North American Industry Classification System (NAICS) Code for this procurement is 238220, with a small business size standard of $15 million in annual receipts for the past three years. The Magnitude of Construction cost for Project Number 503-13-120 is between $5,000,000.00 and $10,000,000.00. All questions regarding the synopsis/solicitation must be submitted in writing by email to david.gottshall@va.gov & michael.koontz2@va.gov no later than 2:00 P.M. Seven (7) calendar days prior to the deadline for the receipt of proposals. (For Example, if the proposal Deadline is February 18, 2016 questions must be received no later than 2:00 P.M. on February 11, 2016.) NOTE: NO TELEPHONE REQUESTS WILL BE HONORED. FURTHERMORE, ONLY QUESTIONS RECEIVED FROM PRIME/GENERAL CONTRACTORS WILL BE REPLIED TO. All Questions must be submitted utilizing the following SUBJECT TITLE: Request for Information (RFI) 503-13-120 followed by the Subject Matter and Firm's Name. For example: Request for Information (RFI) - 503-13-120 Concrete - ABC Company. All responses to questions will be posted to the web site via amendment. Interested parties are strongly encouraged to review the entire Solicitation, especially the Specifications and Drawings prior to the Pre-Proposal Conference/Site Visit.
A pre-proposal conference/site visit will be conducted for this solicitation as indicated in the Solicitation.
