The Commodity Futures Trading Commission (CFTC) intends to procure the services of BoardWalkTech, on a sole source basis for; annual operations and maintenance requirements for existing perpetual software licenses; an additional fifty (50) perpetual software licenses; implementation support; documentation; training for new users; four (4) option periods for annual operations and maintenance of the software; and options for additional licenses in each of the option years. The COTS proprietary licenses are for software that automates and integrates manual spreadsheet-based processes and allows multiple users to access the same spreadsheet simultaneously. The CFTC awarded a contract to BoardWalkTech on September 10, 2013 for the perpetual licenses and annual maintenance as result of a competitive procurement. This effort requires the continued effort to support the existing software licenses as well as the ability to procure additional COTS software licenses. The anticipated contract will have a base period of performance of one (1) year, and four (4) option years. Based on the proprietary nature of the software and procurement history of this requirement, CFTC believes that award to any other source would result in substantial duplication of cost to the Government for development of a new solution by a new contractor.
This notice does not constitute a solicitation for offers and, as such, no solicitation is available. However, the Government will consider responses from all responsible sources received by the date and time identified above. Written responses must include sufficient information to establish capability to fulfill the requirement. Any responses received will only be considered for the purpose of determining whether to conduct a competitive procurement in lieu of the sole source described in this notice, and such determination shall be made at the sole discretion of CFTC.
