Added: Jul 09, 2009 5:23 pm The USDA Forest Service, Payette National Forest, intends to acquire by contract the installation of the box culvert and removal/replacement of a wood bridge on Blue Springs. This project will consist of replacing the old wood bridge at Blue Springs. The crossing will require removal and disposal of the existing treated timber bridge that is 12 foot long. The bridge sets on rock rubble sills. The work includes installing a 14 foot span open bottom box on a skew to the road. It also includes structural excavation, installing the new structure, and structural backfill. The work will also include placing a crushed aggregate base course. Stream diversion and erosion control is required.



The project site is located at Blue Springs in the Payette National Forest. To reach the project location, travel west from Cambridge on State Highway 71 for 3 miles, then turn to the west onto the West Pine Creek Road (FDR 50031). Follow road 50031 for approximately 17 miles. Then turn north onto Blue Springs Road (FDR 50008) the bridge site is approximately 1 mile up road 50008.



The Forest Service intends to issue a solicitation for this project utilizing FAR Part 14 procedures for sealed bidding. This acquisition is 100 percent set-aside for Small Business concerns. A single firm-fixed price type contract will be awarded to the responsible Bidder (IAW FAR Part 9, Contractor Qualifications) whose bid is of the lowest total price that meets the technical requirements outlined in the solicitation.



Payment Protection will be required for this project and Davis-Bacon wage rates will apply to any resulting contract. This solicitation will be available on or about July 24, 2009. The period of performance for this project requires completion not later than November 15, 2009. The anticipated contract award for this project is August 10, 2009 with the Notice to Proceed expected to be issued within 10 days of contract award.



All responsible sources may submit a bid which will be considered by the government. In accordance with FAR 4.1102(a), prospective contractors must be registered in the Central Contractor Registration (CCR) database prior to award of a contract. Lack of registration in the CCR on the part of the bidder will render a bidder ineligible for award.
