About this opportunity

The National Aeronautics and Space Administration Shared Services Center (NASA/NSSC) has published a Special Notice regarding the BK Connect Renewal/Migration procurement. NASA intends to award a sole source contract to HOTTINGER BRUEL & KJAER INC., located in Marlborough, Massachusetts, under the authority of FAR 13.106-1(b)(1)(i), as the government has determined this vendor is the sole provider capable of fulfilling the requirement. The procurement will be managed by NASA/NSSC with performance occurring at NASA Armstrong Flight Research Center (AFRC). This is a commercial items and services acquisition utilizing FAR Part 12 and Part 13 procedures, classified under NAICS Code 513210 (Software Publishers).

The Special Notice invites interested organizations to submit written capabilities and qualifications by March 11, 2026, at 4:00 p.m. Central Standard Time to demonstrate whether a competitive procurement should be pursued instead of the proposed sole source award. The underlying requirement encompasses software licenses and annual maintenance agreements for BK Connect data acquisition and signal conditioning tools used in ground vibration tests, including two test migration packages (WT-7166 and WT-7167) with multiple software components and floating licenses. Performance is scheduled from April 1, 2026, through March 31, 2027, with e-delivery to NASA AFRC. The government reserves sole discretion to determine whether to conduct the procurement on a full and open competitive basis based on submitted responses. Only written submissions are acceptable, and NASA Clause 1852.215-84 regarding the Ombudsman applies to this acquisition.
