The following information will be added to Section C. Scope of Work:

C.6 Security


C.6.1 The contractor shall not release to anyone outside their organization any classified or (U//FOUO) program related information, regardless of medium, pertaining to any part of this effort without permission from PMO LAV. Both parties of this agreement shall mark, store and transmit all documents and correspondence written under this effort IAW with DoD Instruction 5320.24 and DoD Manual 5200.1 Volumes 1-4.


C.6.2 Encryption: The contractor shall NOT receive or transmit any PMO LAV (U//FOUO) information electronically over the Internet unless it is encrypted by Federal Information Processing Standard (FIPS) 140-2 standard. (U//FOUO) information may be disseminated within the vendor's internal computer network if it is protected with a firewall and individual access is controlled by using IDs and passwords.


C.6.3 OPSEC: All information pertaining to this contract which is being considered for public release will undergo an OPSEC review using the OPSEC review process (STA Form 7114, copy contained in PMO LAV OPSEC Plan) prior to release. The contractor is NOT required to produce their own OPSEC Plan, as a copy of the PM LAV's OPSEC Plan will be provided as Government Furnished Information upon contract award.
C.6.4 INFOSEC/MARKING OF DOCUMENTS: All technical documents containing critical technology generated in connection with this contract will be marked IAW Department of Defense Instruction 5230.24 Distribution Statements on Technical Documents, dated August 23, 2012 (DoDI 5230.24), Enclosure 4, Paragraph 2d, on page 18.

1. Amendment 0003 to Solicitation W56HZV-18-Q-L509 is issued to provide additional instructions for vendor requests for site visit:
a. Vendor requests for site visit must be received by January 10, 2018. Vendor requests for site visit must be made via email to the Contract Specialist at: michael.e.gross28.civ@mail.mil. The Government will not consider any requests received after January 10, 2018.
b. The site visit is tentatively scheduled for January 25, 2018 and is subject to change at the Government's discretion.
2. The solicitation closing date/time remain unchanged.
3. Except as specifically stated above, all other terms and conditions of solicitation W56HZV-18-Q-L509 remain unchanged.
