About this opportunity
This Sources Sought Notice is issued by the Naval Research Laboratory to identify potential sources for a benchtop x-ray absorption spectroscopy system. The system must incorporate a hard x-ray source from 5-11 keV, provide sufficient resolution and intensity for analysis of nanostructured metal oxides and phosphates, and accommodate various cell designs including electrochemical cells. Interested vendors must submit capability statements by September 1, 2020 including technical details demonstrating the system meets specifications, its commercial availability, and a rough order of magnitude cost estimate. Responses will be evaluated on a best value basis to determine commerciality and inform future procurement planning.
There is no set-aside designation for this requirement. The primary NAICS code is 334516 and PSC code is J070. Responses should not exceed 7 pages. No budget or quantity is specified, but the notice seeks to identify sources for a single benchtop system to support nanomaterials research at NRL.
Notice text
THIS IS A SOURCES SOUGHT NOTICE (SSN) AND NOT A SOLICITATION OR AN INDICATION THAT A CONTRACTUAL COMMITMENT WILL EXIST AS A RESULT OF THIS SSN.
This SSN is in support of market research and procurement planning being conducted by the Naval Research Laboratory (NRL), Washington, DC. This SSN is for informational and planning purposes only

LOCATION: Contracting Office Address: NRL, 4555 Overlook Avenue, SW, Washington, DC 20375
OBJECTIVE: The intent of this SSN is to gauge industry interest and search for potential sources capable of satisfying the NRL's requirement, as well as determine the commerciality of the item(s), availability of small business and determine a Rough Order of Magnitude (ROM) estimate, pertaining to the cost and level of effort of this equipment.
The draft minimum technical requirements for the effort are in the attached specifications.
The NRL is currently in the planning stages for this procurement and may continue to modify the
language within the requirement, as necessary. These specifications do not necessarily represent the
final specifications.
REQUIRED CONTRACTOR RESPONSE FORMAT:

b) Provide a product brochure and highlight the areas that meet or exceed specifications.
5. ROUGH ORDER OF MAGNITUDE
Provide an overall solution rough order of magnitude estimate
6. MULTIPLE AWARD SCHEUDLE CONTRACT:
a) Indicate whether all suggested products and services are available on a GSA or NASA SEWP contract, or similar vehicle.
b) Provide applicable GSA or NASA SEWP contract number
