About this opportunity
The Defense Logistics Agency Land and Maritime is seeking to procure a single 36-inch bellows assembly (part number J56800-1) for the Puget Sound Detachment at Naval Air Station North Island in San Diego, CA. The solicitation requires a specific manufacturing approach, including 1-inch diameter flange bolt holes drilled on only the downstream end, with precise cleaning and preparation specifications that prohibit petroleum-based preservatives. Vendors must submit three Contract Data Requirements Lists (CDRLs): a liquid penetrant test report, material test report, and hydrostatic test report, with a required hydrostatic pressure test at 80 PSI at ambient temperature. The solicitation mandates that contractors implementing NIST SP 800-171 must have a current assessment not more than three years old, and electronic quote submissions are required through SAM.gov by December 5, 2024, at 12:00 PM. The solicitation will evaluate responsiveness based on complete documentation, including a signed solicitation and proper completion of clause 52.204-24.
The contract is a total small business set-aside under NAICS code 332510 with a size standard of 750 employees, specifically targeting Senior Flextronics Pathway Division as the sole-source manufacturer for this proprietary bellows assembly. The procurement is a direct replacement part for existing brand-name equipment, with drawings specific to Senior Flexonics Pathway Division limiting potential competition. Delivery is required by December 17, 2024, to the Puget Sound Detachment, with the item to be shipped with capped ends and no visible grease, oil, preservatives, or foreign materials. The contract will be administered through the Wide Area Workflow (WAWF) e-Business Suite, with material certifications and test reports to be submitted and reviewed concurrently with the shipment. Distribution of all documentation is limited to DoD and DoD contractors, with a Distribution Statement D classification effective through October 28, 2024.
