This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice.
This is a combined synopsis/solicitation. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTES ARE BEING REQUESTED AND A WRITTEN SOLICITATION WILL NOT BE ISSUED. This will be a 100% set-aside for Small Business procurement. The solicitation number is W912PM22Q0027, and the solicitation is issued as a Request for Quote (RFQ). The NAICS code is 561730with a small business size standard of $8.0M. This solicitation document incorporates provisions and clauses in effect through Federal Acquisition Circular 2022-06.
Description of Requirement: The work shall consist of furnishing all labor, personnel, supervision, quality control, equipment, supplies, and materials necessary to eradicate the trees and satisfactorily reset an early successional habitat at B. Everett Jordan Dam and Lake, Moncure, NC. The Contractor shall cut and herbicide all woody vegetation on the Jordan Dam Overlook hillside with an incline up to approximately 45°. The work shall be performed to the satisfaction of the contracting officer during normal working hours (Monday through Friday 0700-1630). There are two (2) areas totaling approximately 1.7 acres each to be cut over a one-year period with the second area being an Option.
Note to all Interested parties: It is recommended that the Contractor perform an onsite visit to become familiar with the nature and location of the work by inspection of the site; noting the local conditions, security, safety, equipment and facilities required for the work, and all other factors which may affect the work or costs to perform the work.

Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. See solicitation provision 5.212-2.
Each offeror must submit a Price Quote via email to Terri M. Adams at terri.m.adams@usace.army.mil and Troy D. Small at troy.d.small@usace.army.mil. No hard paper copies will be accepted or evaluated. The Price Quote must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 ½ x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission.

Quotes are due as specified on the solicitation document (as amended if applicable). The time & date of Quote receipt will be the timestamp the emailed quotes are received by the Government. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes—this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload doesn’t complete until after the deadline, the submission will be considered late. Offerors are encouraged to keep a copy of the upload confirmation for their record.
