About this opportunity
The Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 7 (VA VHA VISN 7) has issued a Special Notice concerning a sole-source contract for the Carl Vinson VA Medical Center (CVVAMC) Boiler Plant. The notice seeks a consultant to develop site-specific standard operating procedures (SOPs) and provide corresponding staff training for the boiler plant. This procurement is specifically targeted at ensuring compliance with VHA Directive 1810 and the VHA Boiler and Associated Plant Safety Device Testing Manual (Eighth Edition). The contract opportunity was posted on February 20, 2025, with responses due by February 26, 2025. The procurement is classified under the Engineering Services NAICS category and involves training and curriculum development.
The primary objective of this Special Notice is to engage a certified Boiler Efficiency Institute (BEI) consultant to create comprehensive SOPs and deliver staff training for the CVVAMC Boiler Plant. The estimated contract value is $43,376.00, and it will be awarded as a firm-fixed-price contract under FAR 13.106-1. Contractor eligibility is strictly limited to BEI, who has been selected as the sole source provider due to their role as the VA's boiler plant safety program consultant and author of the required testing manual. Potential alternative contractors must provide clear evidence that competition would benefit the government to challenge the sole-source determination. The consultant must be fully credentialed by BEI and capable of developing procedures that conform to all applicable laws, codes, and regulations governing boiler plant operations. The training and documentation will directly support the VA's commitment to maintaining safe and efficient boiler plant operations across its medical facilities.
