This special notice informs the public that North Cascades NPS Complex intends to award a non-competitive requirements contract for barge transportation services using a firm-fixed price schedule and paying for actual services received. The Contractor's barge will transport materials, supplies, bulk fuel, vehicles, and equipment for NPS operations and special projects between Stehekin and Chelan, WA, and points in between. A signed Justification for Other than Full and Open Competition is on file; the contents are provided herein.
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION for SIMPLIFIED ACQUISITIONS OVER $3,500 AND UP TO $150,000 (See FAR 13.106-1)
Prepared in accordance with AP&P 1443.06-01 Enhancing Competition and Contracting by Other than Full and Open Competition, Rev. 1 (dated 6/2/2016)
Date: 10/4/2016 PR Number: R9473173002
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
Drayage services (transportation by barge) to and from Stehekin and Chelan, WA and points in between, of materials, supplies, bulk fuel, vehicles, and equipment for NPS operations and special projects. Stehekin is a remote community located at the head of Lake Chelan. No roads connect Stehekin to outside sources of supplies and materials and all such items must be transported approximately 50 miles via boat or barge. NPS will award a non-competitive requirements contract using a firm-fixed price schedule based on square-footage of deck space used, ease of handling, etc.; payment will be made based on actual services received. Prices will be comparable to those charged to the public.
Total cost for fiscal year 2017 is expected to be between $10,000 and $50,000 and will not exceed the Simplified Acquisition Threshold ($150,000). The contract year runs November 1 through October 31. Annual costs during the recent past are:
FY16 $38,167 actual through September 30 plus estimate for October
FY15 $33,577
FY14 $86,854 increased use due to wildfires and rock hauling
FY13 $40,700
FY12 $28,750
FY11 $67,173 increased use due to hauling rock for road repairs and re-routes
FY10 $98,306 increased use due to wildfires
FY09 $44,653
FY08 $34,178
2. Sole Source Justification rationale (Check one and explain below):
__X__ Only one responsible source.
______ Urgent and compelling circumstances exist.
______ Other
Only one vendor, Mountain Barge Services LLC operates a barge capable of providing the required freight transportation services on Lake Chelan.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received or anyone expressed interest:
Web searches using Google, YellowPages, and SuperPages found only the one barge company noted above. A Special Notice for this action will be posted at FBO, and any information received in response will be taken under consideration by NPS. Local knowledge of the vendor pool indicates this is the only viable service.
4. If this is a determination for sole source, the Contracting Officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
Prepared by Maria Cook, Maintenance Mechanic Supervisor, on 10/4/2016.
Signed by Sarah J. Welch, Contracting Officer, on 10/4/2016.
Over $25,000 (if applicable): Signed by Rodney J. Roberson, Contracting Officer (Warranted Individual One Level Above Contracting Officer) on 10/6/2016.
