About this opportunity

The National Oceanic and Atmospheric Administration (NOAA), specifically the Acquisition & Grants Office's Eastern Acquisition Division and the National Geodetic Survey (NGS) Office, has issued a Special Notice regarding a sole source procurement for BAE Systems SOCET GXP and SOCET SET software licenses and support renewal. The notice indicates that NOAA intends to negotiate directly with BAE Systems Information and Electronic Systems Integration Inc. from San Diego, California, under the authority of FAR 13.106-1(b)(1). The procurement is specifically for specialized photogrammetric mapping software tools that are critical to NOAA's coastal mapping and data processing capabilities. BAE Systems is identified as the sole owner, developer, and distributor of these specific software products, with no authorized partners or resellers capable of providing the required licenses.

The purpose of this Special Notice is to inform the market of NOAA's intent to proceed with a non-competitive procurement and provide an opportunity for other firms to demonstrate their capability to meet the government's requirements. Contractors who believe they can fully satisfy NOAA's needs must submit substantiating documentation in writing within 15 days of the notice's publication. The documentation will be evaluated to determine whether the procurement should be conducted competitively, though the final decision remains solely at the government's discretion. The software in question provides unique capabilities, including real-time 3D visualization of coastlines, feature extraction tools, and the ability to process various sensor datasets. Oral communications are not acceptable in response to this notice. This procurement is categorized under Electronic Computer Manufacturing (NAICS 334111) and involves IT and Telecom Business Application Software (PSC 7A21). Potential contractors should carefully review the specific technical requirements and be prepared to provide comprehensive evidence of their capabilities.

Notice text

***NOAA'S ACQUISITION & GRANTS OFFICE, EASTERN ACQUISITION DIVISION-NORFOLK, NATIONAL OCEAN SERVICE (NOS) NATIONAL GEODETIC SURVEY (NGS) OFFICE INTENDS TO NEGOTIATE, ON A SOLE SOURCE BASIS, UNDER AUTHORITY OF FAR 13.106-1(b)(1), WITH BAE SYSTEMS INFORMATION AND ELECTRONIC SYSTEMS INTEGRATION INC, OUT OF SAN DIEGO, CA FOR BAE SYSTEMS SOCET GXP AND SOCET SET SOFTWARE LICENSES AND SUPPORT RENEWAL.

***THE SOLE SOURCE DETERMINATION IS BASED ON THE NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION'S (NOAA) REQUIREMENT THAT BAE SYSTEMS INFORMATION AND ELECTRONIC SYSTEMS INTEGRATION INC IS THE SOLE OWNER, DEVELOPER AND DISTRIBUTOR OF BAE SYSTEMS GXP SOFTWARE PRODUCTS. BAE SYSTEMS DOES NOT HAVE ANY AUTHORIZED PARTNERS/RESELLERS WHO CAN PROVIDE THE SOFTWARE LICENSES.

BAE SYSTEMS INFORMATION & ELECTRONIC SYSTEMS INTEGRATION INC IS UNIQUELY QUALIFIED TO PROVIDE THESE LICENSES TO THE NATIONAL GEODETIC SURVEY BASED UPON THE FOLLOWING:

  1. BAE SOCET GXP PROVIDES A UNIQUE SET OF PHOTOGRAMMETRIC MAPPING TOOLS, THAT CONFORMS WITH OUR SPECIALIZED 3D MAPPING ENVIRONMENT, ALLOWING US TO USE A MIX OF FILM BASED OR DIGITAL CAMERAS, LIDAR, OR MULTISPECTRAL SENSORS DATASETS. SOCET GXP ALLOWS REAL TIME 3D VISUALIZATION OF COASTLINES, AND FAA OBSTRUCTIONS IN 3D. SOCET GXP ALSO PROVIDES RAPID AND ACCURATE AERO TRIANGULATION, AND SPECIFIC FEATURE EXTRACTION TOOLS NEEDED TO MAP COASTLINES.
  2. BAE SYSTEMS IS THE ONLY SOFTWARE VENDOR OF THESE LICENSES THAT WE ARE CURRENTLY UTILIZING TO PERFORM QUALITY CONTROL AND PROCESS THE COASTAL MAPPING DATA. NOT PURCHASING THESE LICENSES WOULD CAUSE NOAA TO BE UNABLE TO REVIEW THE QUALITY OF THE DATA TO ENSURE ITS INTEGRITY AND ACCURACY, AND WOULD NOT ALLOW US TO CONTINUE PROCESSING AND  DISTRIBUTION TO OTHERS WHO HAVE OTHER CONTRACTS RELYING ON THE DATA.
  3. THIS SOFTWARE AND LICENSE ARE PROPRIETARY AND NO ONE OTHER THAN BAE SYSTEMS HAS THE SOURCE CODE TO PROVIDE THE LICENSE OR SUPPORT MAINTENANCE SERVICES.

EXTENSIVE MARKET RESEARCH WAS CONDUCTED BY THE NATIONAL GEODETIC SURVEY AND THE REMOTE SENSING DIVISION THROUGH AN INTERNET-BASED SEARCH AND AT EXPOSITION CONFERENCES. BASED ON THE RESULTS OF MARKET RESEARCH, THE GOVERNMENT DETERMINED THAT A LIMITED NUMBER OF VENDORS WERE/ARE AVAILABLE BUT NONE POSSESSED THE CAPABILITY TO PROVIDE GXP SOFTWARE AND MAINTENANCE.

***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT. ORAL COMMUNICATIONS ARE NOT ACCEPTABLE IN RESPONSE TO THIS NOTICE.
