About this opportunity

The Department of Agriculture Agricultural Research Service is seeking to procure one Bactron Anaerobic Chamber (model BACTRON600 BAA60022) for their PA Insect Control and Cotton Diseases facility. This specialized laboratory equipment features 16.0 cubic feet of workspace, 300-plate stainless-steel shelving capacity, a side storage incubator, and airtight construction meeting EN61010, UL61010, and Can/CSA61010 standards for culturing anaerobes that pose food safety threats. The procurement is structured as a combined synopsis/solicitation under FAR Parts 12.6 and 13 for commercial items, with vendors required to submit electronic quotes that include pricing, technical packages, and completed SAM representations. The evaluation will use Lowest Price Technically Acceptable (LPTA) criteria, with technical capability assessed on a pass/fail basis followed by price consideration. Quotes are due by September 15, 2025, with delivery required within 45 days after award.

This opportunity is designated as a total small business set-aside under NAICS code 334516 (Analytical Laboratory Instrument Manufacturing) with a size standard of 1,000 employees. The government has justified this as a brand name procurement, indicating that only the specified BACTRON600 model meets their technical requirements based on market research conducted through open market pricing analysis. The contract includes mandatory setup, commissioning, and user functionality training as part of the deliverables. Performance will occur at the PA Insect Control and Cotton Diseases facility located at 2765 F&B Road in College Station, Texas, with FOB Destination terms requiring the contractor to handle all shipping and delivery responsibilities. The solicitation document indicates this is solicitation number 1232SA25Q0810 and references Federal Acquisition Circular Number 2025-05.
