The contractor will increase private sector competitiveness and growth through targeted strategic interventions, technical/training and limited financial support initiatives. The contractor will increase job and income generation potential of private enterprises in key sectors of the rural economy.
The contractor will achieve results through technology transfer, value chain quality control, cost-management, and market identification/development support in key high potential agricultural subsectors and in other key sectors of the Azerbaijani economy. An initial, detailed competitiveness assessment will identify subsectors with strong comparative advantage, whose strategic development will promote the integration of Azerbaijan?s economy into international trade and investment networks. The program will promote increased exports; improved quality (grades and standards) of local and exported goods/services; diversification of economic growth channels through development of critical employment-intensive non-oil sectors of the economy; and improved job and income creation opportunities in the rural economy.
The Request for Proposals that will follow this notice will require offerors? proposals to identify eight key non-natural resource sectors with high growth potential and employment opportunities. The proposals must clearly and persuasively articulate the rationale for working in specific sectors. The quality of the analysis and conclusions in the proposal will be an important evaluation factor.
USAID plans to award one cost plus fixed fee completion contract for this work, which will be performed over a period of three years beginning in Spring 2008 and at a cost in the range of $7-8 million. Authorized Geographic Codes are 000 and 110.
