Added: Feb 04, 2010 5:09 pm Modified: Sep 07, 2010 3:48 pmTrack Changes The Mission and Installation Contracting Command (MICC) Center Fort Bragg, North Carolina intends to issue an Invitation for Bid (IFB) for the Removal and Installation of Floor Coverings at Fort Stewart and Hunter Army Airfield, Georgia. This is a competitive 8(a) set-aside and this requirement will be restricted to qualified 8(a) certified firms that are located within the Region IV geographical area serviced by the Small Business Administration. This action will be conducted as a construction acquisition in accordance with FAR Parts 14, Sealed Bidding and 36, Construction and A/E Contracts. The contract period consists of a base period (12 consecutive months from contract award date) with four, 1-year options. The work consists of a Contractor to provide all labor, equipment, materials, supplies, and supervision required to perform all operations in connection with the removal and installation of floor coverings. The work includes, but is not necessarily limited to, the following items (1) Removal of existing flooring which includes demolition (2) Installation of new carpet, resilient flooring, ceramic tile, rubber and special coating flooring. The associated North American Industry Classification System (NAICS) code is 238330, Floor Contractors and the small business size standard is $14M. The Government anticipates issuing IFB W91247-10-B-0005, on or around 22 September 2010. The construction magnitude for the base and four 1-year option periods: Between $10,000,000 and $25,000,000. Actual work requests will be issued on individual Delivery Orders based off of line item unit prices. The IFB and amendments, if applicable will be available for downloading at the Army Single Face to Industry website at https://acquisition.army.mil/asfi. Potential bidders are responsible for monitoring this site for release of the solicitation package and any amendments. It is a requirement that all contractors doing business with the Department of Defense be registered with Central Contractors Registry (CCR) per FAR 52.204-7, Central Contractor Registration. The website may be accessed on the Internet at htttp://www.ccr.gov. No paper copies of the solicitation will be mailed and telephone requests will not be honored. The Mission and Installation Contracting Command at Fort Bragg, NC, is conducting market research to determine the existence of interested sources capable of providing all personnel, equipment, tools, materials, supervision and other items and all operations required to perform new work, additions, installations, alterations, maintenance, repairs, and removal of flooring and floor coverings at Fort Stewart, Georgia in accordance with the DRAFT Statement or Work (SOW). The Draft PWS (Solicitation Number: W9124710B0005) can be downloaded from the Army Single Face to Industry (ASFI) website at https://acquisition.army.mil/asfi. This is not a Request for Bids, but instead a market research method to determine interested sources prior to issuing the solicitation. A period of performance of a 12-month base period plus four (4) 12-month options is anticipated. The purpose of this Sources Sought Notice is to obtain an indication of interest of all businesses, determine any interest from the small business community, and obtain voluntary limited capability information of those interested sources. A determination by the Government on the method of competing this requirement has not been made. The Government will not award a contract based on this Sources Sought Notice, the information received, nor reimburse participants for information they provide. Information provided is strictly voluntary.
We are not requesting technical/management proposals. If you are an interested source please provide the following voluntary information: 1) Company name and Point of Contact; 2) DUNS number and CAGE code; 3) Small Business Certification (to include 8(a), HUBZone, SDVOB, etc.) if applicable; and 4) A brief Statement of Capability (no more than 10 pages) which demonstrates the ability to meet the requirements specified in the PWS, and includes any Past Performance information on Government contracts of similar size and scope. NAICS code is 238330, Flooring Contractors, with a size standard of $14M. Electronic responses are preferred and hard copy documents are highly discouraged. No requests for capability briefings will be honored as a result of this notice. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature.
Capability statements are due no later than 3:00 PM EST on Monday, 15 February 2010. Responses may be e-mailed or delivered to the primary point of contact listed below.
