The Naval Air Warfare Center Aircraft Division Lakehurst, NJ, intends to negotiate on a non-competitive basis with Thermo Electron, 1400 N Point Pkwy, West Palm Beach, FL 33407-1976, for 60 ABO upgrade Kits consisting of a 32 Bit Peripheral Component Interconnect (PCI) to Universal Serial Bus (USB) connector conversion kit, new Windows 7 computer and peripherals, and an upgrade to the proprietary OMNIC software package. Test the software and hardware for compatibility and functionality with the Fourier Transformation Infra-red (FTIR) Analyzer.


The Government intends to procure the above items under the authority of 10 USC 2304 (c) (1), FAR 6.302-1. The Government does not possess the rights to the technical data, drawings, or other specifications to permit full and open competition. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open the requirement to competition based upon the response to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
