About this opportunity

The Naval Sea Systems Command intends to award a sole source contract to Spencer Industries to modify an existing tie-down hook developed under a previous SBIR contract. The modification is to include remote release functionality for fifteen tie-downs for autonomous ground and air vehicles to be transported via sea. Responses to the sources sought notice published June 8, 2020 will be considered to determine if a competitive procurement is warranted, but a sole source award to Spencer Industries as the original equipment manufacturer is planned.

There is no set-aside designated for this potential award. Spencer Industries developed the tie-down system under SBIR Phase II Contract No. N68335-14-C-0305. The requirement is for fifteen remotely releasable tie-downs to allow autonomous vehicles to release their tie-downs before launching or rolling off transport ramps onto beaches. Responses to the sources sought notice must be submitted to the government point of contact by 12PM on June 15, 2020 to be considered for a potential competitive procurement.

Intent to sole source to Spencer Industries, 80 Holmes Street, Belleville, NJ 07109.

Spencer Industries developed and delivered an innovative tie-down under SBIR Phase II Contract No. N68335-14-C-0305.  This effort will require Spencer Industries to modify the existing tie-down to allow autonomous ground and/or air vehicles, which are tied down for sea transit, a remote way of releasing their tie-downs before they can launch or autonomously roll off the ramp onto the beach. The Government requires the development and delivery of fifteen (15) tie-downs with remotely releasable hooks.
