About this opportunity

This Special Notice from the National Aeronautics and Space Administration Johnson Space Center concerns a sole source contract for time-triggered Ethernet applications hardware to support testing for the Autonomous Control Software & Simulation Laboratory. Specifically, the notice seeks to procure eight TTE-Switch Lab Space units and twelve TTE End System Lab Space units from TTTech North America Inc.

The purpose of this Special Notice is to continue leveraging previously procured compatible hardware and software from TTTech that is required for uninterrupted development and integration of the defined avionics architecture for the Gateway program. Interested parties may submit capabilities and qualifications to Bermuda Brittingham and Amanda Graziosi by 4:00 PM Central Time on June 14, 2022 to be considered for conducting this procurement on a competitive basis, though sole sourcing is currently intended. The hardware must be able to operate reliably in radiation and latch-up tolerant environments for applications such as launch vehicles and low earth orbit satellites supporting the Gateway program.

Notice text

NASA/Johnson Space Center (JSC) has a requirement for time-triggered Ethernet applications that will support laboratory testing efforts for the Autonomous Control Software & Simulation Laboratory (ACSSL).  This procurement will provide eight TTE-Switch Lab Space (rev.C) and twelve TTE End System Lab Space (PCIe), which will support laboratory testing efforts in Time-Triggered Ethernet (TTE) applications for the Gateway Program.

NASA/JSC intends to issue a sole source contract to acquire the items from TTTech North America Inc, under statutory authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1.  Only one responsible source and no other supplies or services will satisfy agency requirements.  The hardware from TTTech North America will provide for continuity of services/systems for critical activities that are already in use, tested, and verified for the Gateway program. The hardware in this procurement is a technology directly compatible with and required for previously procured hardware and software from TTTech. The avionics design, which is defined for Gateway network architecture, is utilizing Time-Triggered Ethernet (TTE) which leverages TTTech hardware and software to implement the Gateway command and data handling network.  The required hardware must be able to operate efficiently in environments requiring radiation and latch-up tolerances for applications such as launch vehicles and low earth orbit (LEO) satellites. To continue to leverage the previously procured hardware and software packages necessary for uninterrupted development and integration of the defined avionics architecture for gateway, these TTTech switches are required.

The Government intends to acquire a commercial item using FAR Part 12.

Interested organizations may submit their capabilities and qualifications to perform the effort electronically via email to Bermuda Brittingham at bermuda.a.brittingham@nasa.gov and Amanda Graziosi at amanda.l.graziosi@nasa.gov not later than 4:00 PM Central Time on June 14, 2022.  Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this acquisition on a competitive basis.  A determination by the Government not to compete this acquisition on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government.

NASA Clause 1852.215-84, Ombudsman, is applicable. The Center Ombudsman for this acquisition can be found at http://prod.nais.nasa.gov/pub/pub_library/Omb.html
