Added: Jun 23, 2015 4:18 pm PRE-SOLICITATION NOTICE for the United States Environmental Protection Agency (U.S. EPA) Cincinnati Procurement Operations Division (CPOD) and, Office of Research and Development (ORD), National Health and Environmental Effects Research Laboratory (NHEERL).



This solicitation is to be competed utilizing full and open competition under FAR Part 12 Commercial Procedures, and FAR Part 13, Simplified Acquisition Procedures. The government anticipates awarding a single firm-fixed-price contract for an autoanalyzer and associated equipment. Specifically, the government requires the equipment as specified below:

• Flow injection autoanalyzer and integrated ion chromatograph capable of analyzing fresh, brackish and saltwater samples

• Block sample digester (holding up to at least 40 samples at a time)

• Computer with Windows 7 operating system, monitor and associated software to interface with auto analyzer and accessories

• Heater apparatus required for analysis of certain analytes below

• Detector assembly

• Auto sampler capable of holding up to 360 samples at once

• At least five (5) sample channels

• At least a sixteen (16) channel reagent pump

• Integrated sample-dilution system

• Equipment/Manifolds to enable the analysis of the following:

Analyte: – Detection range:

o Alkalinity – at least 10 – 200 mg CaCO3/L or better

o Ammonia – at least 0.03 – 3 mg N/L as NH3 or better

o Total hardness – at least 10 – 200 mg CaCO3/L or better

o Total Kjeldahl nitrogen – at least 0.25 – 5 mg N/L or better

o Total Kjeldahl phosphorus – at least 0.25 – 5 mg P/L or better

o Nitrate + nitrite – at least 0.005 – 0.1 mg N/L or better

o Orthophosphate – at least 2 – 80 µg P/L as PO42- or better

o Reducing sugars – at least 20 – 200 mg glucose/L or better

o Silicate – at least 10 – 80 µg SiO2/L or better

o Urea – at least 0.2 – 20 mg N/L as Urea or better



o Anions:

Anion: – Lower Detection Limit:

 Bromide – at least 0.020 mg Br-/L or better

 Chloride – at least 0.008 mg Cl-/L or better

 Fluoride – at least 0.008 mg F-/L or better

 Nitrate – at least 0.008 mg NO3-/L – N/L or better

 Nitrite – at least 0.008 mg NO2-/L – N/L or better

 Phosphorus – at least 0.015 mg HPO42- – P/L or better

 Sulfate – at least 0.015 mg SO42-/L or better



• On-site equipment installation and demonstrated proof of performance

• Training of equipment and software setup and use

• The computer equipment supplied by the contractor shall be able to accept the EPA image for Windows

• The equipment supplied by the contractor shall be UL (Underwriters Labs) listed or a recognized 3rd party listed. If not normally listed, the contractor shall ensure field listing be done at the manufacturer's location and paid for by the manufacturer



This procurement will be conducted utilizing NAICS Code 334616 with a size standard of 500 employees. Award will be made to the offeror whose solicitation will be most advantageous to the Government, price and other factors considered. Technical and Past Performance, when combined are approximately equal to price.



Notices of any amendments to this FedBizOps synopsis, including the Requests for Quotation, will be posted using the FedConnect web portal at www.fedconnect.net. The Request for Quote will be posted on or about July 9, 2015. Award is anticipated in August, 2015.
