In accordance with FAR Part 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements, the Federal Bureau of Prisons (FBOP), Federal Correctional Institution, Elkton, Ohio intends to negotiate on a sole source basis with Tri County Asphalt Materials, Inc. Youngstown, Ohio, for the following material: 1100 ton of hot mix asphalt and 500 gallons of tack coat delivered. This is not a Request for Proposal or Quote. Please do not request a copy of a solicitation. This announcement constitutes the only notification by the FBOP.
The North American Industry Classification System code is 237310 with a small business size standard of $33.5 million. The requirement for the FBOP is the purchase of the asphalt to repair existing asphalt roadways that are in disrepair. (patch work only).
The purchase will be for an estimated 1100 tons of hot mix asphalt to include delivery and tack-coat material. The specifications for materials are: must be an asphalt batch plant within 30-40 minute delivery time and provide delivery as well. Temperatures have to be met. Delivery outside of this time frame cannot meet the 230 degree placement requirements. Delivery provided by at least 20 ton capacity dump truck (no "end dumps" will be allowed. Dump beds must be capable of dumping into paving machine. Trip tickets will be required to verify actual time. Asphalt shall leave the plant at between 290-300 degrees. Onsite delivery temperature shall be a minimum of 230 degrees F.
This will be a firm fixed price contract. Any vendor that believes it can meet the requirements may give written notification to the Contracting Officer. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the requirement listed. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. Be advised that this notice does not constitute an obligation upon the Government to pursue follow-on contract action, in part or whole, with potential vendors. If no responses are received, the Government will proceed with the sole source acquisition to Tri-County Asphalt Materials, Inc.
