Added: Apr 21, 2018 11:15 pm (I) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice and in accordance with the simplified acquisition procedures authorized in FAR Part 13. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

(II) This solicitation is issued as a request for quotation (RFQ). Submit written quotes referencing RFQ Number 12475618Q0022.



(III) The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-97.



(IV) This solicitation is being issued as a total small business set-aside. The associated NAICS code is 327331. The small business size standard is 500 employees.



(V) Offers can be submitted in the offeror's standard commercial item format.



(VI) The contractor shall provide all materials, labor, equipment, tools, transportation, supervision and expertise necessary, to successfully provide 96 articulating concrete block mats: 8' min to 9.5' max. Wide x 10' long x 5.5" min. to 6" max.thick



(VII) Delivery is 30 days after receipt of order. FOB Destination Coker Creek, TN 37314.



(VIII) FAR 52.212-1 Instructions to Offerors -- Commercial Items, applies to this acquisition.



(IX) FAR 52.212-2 Evaluation-Commercial Items, applies to this acquisition. Offers will be evaluated on price and proposed units meeting government's technical specifications. The Government anticipates making a single award as a result of this solicitation to the responsible offeror whose offer conforming to the solicitation is the lowest priced technically acceptable.



(X) The offeror must submit a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications - Commercial Items, with their quote or complete the representations and certifications online at www.sam.gov.



(XI) The clause at FAR 52.212-4, Contract Terms and Conditions - Commercial Items, applies to this acquisition.



(XII) The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, applies to this acquisition. The following clauses under subparagraph (b) apply: 1, 2, 14, 19, 25, 26, 27, 28, 29, 30, 31, 32, 33, 34, 42, 44, 45, 46, and 56. The following clauses under subparagraph (c) apply: 2, 4, 8.



(XIII) Additional contract requirement(s) or terms and conditions: none.



(XIV) The Defense Priorities and Allocations System (DPAS) does not apply to this acquisition.



(XV) Offers in complete form are due to the contracting office no later than 3:00 p.m. eastern time, Monday, May 14, 2018. Offerors must submit their offers in complete form via email to rabolden@fs.fed.us referencing solicitation number 12475618Q0022 in the subject line. Offers shall include Contractor's DUNS number, price offer.
