NOTICE OF INTENT to Sole Source Requirement for Aquarius Software Licenses and Support Maintenance Agreement - Base and Four Option Years
RFQ No. 140R3023Q0071
This solicitation is being advertised as a noncompetitive sole source solicitation as provided under FAR 13 and 6.302-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The Department of the Interior, Bureau of Reclamation, Interior Region 8: Lower Colorado Basin, Boulder Canyon Operations Office, has a requirement for AQUARIUS server software licenses and support maintenance services, plus annual renewals for a base with four option years. The software licenses and maintenance agreement is required because Reclamation has a mission requirement to acquire, store, process, analyze, and publish time-series water data.
The only company known to be able to perform these services is AQUATIC INFORMATICS ULC, 1111 Georgia ST W Suite 2400, Vancouver, BC, V6E 4M3, Canada. The NAICS for this action is 541511, Other Computer Related Services, and the small business size standard is
$34.0 million.
Award is anticipated to be on August 30, 2023, with services beginning on August 31, 2023. The resulting contract will be a Firm Fixed Price type contract for a base year with four option year periods.
All capable and responsible sources may submit a capability statement, or quotation, which shall be considered by the agency. All documents submitted must contain an explanation and evidence as to how your company would be able to perform these services. Submissions are due by August 28, 2023 at 12:00 p.m. PDT.
The contract award information and the Justification and Approval for using noncompetitive procedures will be posted on the SAM.gov website at https://sam.gov/content/home within 30 days after award.
