The Marine Corps Systems Command (MARCORSYSCOM) intends to negotiate and award a new contract on a sole source basis in accordance with FAR 6.302-1, with Lockheed Martin Corporation (LMC) Mission Systems and Training (LMC MS&T), PO Box 4840, Syracuse, NY 13221-4840 for AN/TPS-59A(V)3 Radar System Post Deployment Software Support. This requirement entails the development, integration, and testing of radar system software updates to improve Performance Monitoring/Fault Location functionality, enhance the ability to detect and track Tactical Ballistic Missiles, upgrade Electronic Counter-Counter Measures to respond to new threats, resolve problem reports and respond to Information Assurance Vulnerability Alerts.
The Government anticipates award of a hybrid Cost-Plus-Fixed Fee/Firm-Fixed-Price contract, with a period of performance of five years. The proposed acquisition will be awarded to LMC MS&T pursuant to 10 USC 2304(c )(1), as implemented by FAR 6.302-1(a)(2)(iii). Only LMC MS&T, the original equipment manufacturer and sole producer of the AN/TPS-59 Radar System has the requisite corporate knowledge, technical expertise and facilities necessary to satisfy the Marine Corps requirement. The MARCORSYSCOM Small Business Office concurred, and continues to concur, with the decision to not set aside the procurement as market research indicates that the "rule of two" cannot be met IAW FAR 19.502-2(b).
This is not a request for competitive quotes. No formal solicitation package is available. The Government will not be responsible for any cost incurred in responding to this notice; however, interested parties may identify their interest and capability to meet the requirements and past performance data no later than 2:00PM local time on 24 November 2015. Responses received will be evaluated; however, a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. All documents should be submitted to Mr. William R. Waggoner at william.r.waggoner1@usmc.mil and Ms. Janice C. Bennett at janice.bennett@usmc.mil. No telephone calls will be accepted.
