The five-year contract will provide research support for the Wheelchairs and Assistive Robotics Engineering (WARE) and Human Engineering Research Laboratories (HERL), which is a rehabilitation research and development center within the VA Pittsburgh Healthcare System. This is not a solicitation but rather a pre-solicitation notice indicating the agency's intention to proceed with sole source procurement. The contract falls under NAICS code 541720 with a $20 million size standard and is classified under PSC code AN13. The notice was posted on July 15, 2025, with a response deadline of July 22, 2025.
The purpose of this contract is to continuously improve the mobility and function of people with disabilities through advanced engineering in clinical research and medical rehabilitation. Personnel supporting this initiative must have specialized education, training, and work experience in fields such as Rehabilitation Engineering, Assistive Technology, Physical Medicine and Rehabilitation, and assistive robotics engineering, with required education levels ranging from bachelor's to PhD degrees in relevant disciplines. The University of Pittsburgh is being sole sourced because it serves as the VA Pittsburgh Healthcare System's primary academic educational affiliate and possesses the unique substantive knowledge required for this specialized research. The agency justifies this sole source approach under FAR 6.302-5 and 38 U.S.C. 8153, which allows for non-competitive acquisition of research services from affiliated institutions. No competitive solicitation will be posted on SAM.gov, and interested parties may contact the Contracting Officer at annmarie.stewart@va.gov for additional information.

The University of Pittsburgh Center, Human Engineering Research Laboratories, has staff positions that focus on research that is within the mission of the VA WARE/HERL Center.
The Human Engineering Research Lab (HERL), VA Center of Excellence is the only center of its kind in the United States. HERL is a collaboration of the Department of Veterans Affairs and the University of Pittsburgh. The University of Pittsburgh is Pittsburgh VA s primary academic educational affiliate.
