Added: Jul 29, 2015 3:02 pm Modified: Aug 06, 2015 1:20 pmTrack Changes This procurement defines an assessment to develop an experimental super-cooled large droplet (SLD) tanker spray capability to be used for the development and validation of computer icing models. There are several phenomenon that impact the accretion process in the SLD regime that are not a factor in App C icing. Experimental data is required for impact dynamics to model the transport accurately. The objective for this work is to develop an experimental data base to be used for the development and validation of SLD transport computer models.

Added: Jul 29, 2015 3:02 pm NASA/GRC has a requirement for an Aircraft Icing Spray Tanker Study.

NASA/GRC intends to purchase the items from Wyle Laboratories through GSA contract number GS-23F-0019N. Wyle Laboratories has been providing this service to a special aircraft while in possession of the Navy and NASA, and has intimate experience with the special aircraft Wyle has conducted previous special research modifications on this special aircraft and these current requirements will be built upon these previous modifications, making it unique to Wyle Laboratories. Wyle Laboratories offers unique capabilities in support of the special aircraft that would be unreasonable to attempt to recreate with another provider.

This is not a request for quote. This is a sole source synopsis.

Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on August 4, 2015. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government.

Oral communications are not acceptable in response to this notice.
